Black Leader Questions Parks Promotions

Floyd Kilpatrick, leader of Rainbow Push, has questioned 10 promotions by new Police Chief Steve Parks on Thursday, saying they all went to white officers.

Mr. Kilpatrick said he was advised that one black officer did get a promotion on Monday. Stanley Maffett was promoted to captain. He said that was "damage control. They were starting to get a lot of flak."

He said black police officers "are at the bottom end of the totem pole in just about every respect."

He said the promotions were made off the test
ist and other factors were not taken into consideration.

RE: Recent Promotions

On August 19, 03 Matthew Fogg, who is founder of the Congress Against Racism and Corruption in Law Enforcement met with Chattanooga Police officials to discuss concerns on promotional activities within the department. Just prior the Rainbow PUSH Coalition held discussions with Black officers who pointed to disparities within the department in how the Black officers are promoted and how they are treated.

It was pointed out that Black officers , particularly with regards interdepartmental advancemen
ts, as well as disciplinary activities.


Efforts were taken to improve promotional policies by making adjustments that would serve to level the playing field for Black officers by moving

y from stan
dardized testing as the sole criteria for promotions to include a mandatory Administrative Evaluation (AE) as part of the
promotion matrix.
The evaluation requires personnel to take into consideration performance evaluations, work history, supervisory input, productivity and leadership potential, education and personal interview performance when making the final selection.

The policy provision was designed to promote fairness as part a comprehensive procedure for the selection and promotion of personnel to higher ranks. Beyond the obvious benefits, the AE provides for subjective input relative to the officers on-the-job performance. It balances theoretical test scores with real world skill application.

On Thursday, February 26, 04 ten (10) officers were targeted for the
following promotion(s): 2 captain, 3 lieutenant, and 5 sgt. The promotions were made directly from the test list which suggests that departmental policy was either overlooked or disregarded
.


Not unlike re
cent attempts to replace former Chief Dotson, when policies designed to promote fairness are ignored or disregarded, the app
earance of impropriety raises suspicions among officers, which tends to lower moral and create internal animosities within an already troubled environment.

Please consider meeting with representatives of Rainbow PUSH to further explore these concerns.

Let me tell you something, n-gger. Just because Chattanooga hires n-ggers for the police department, doesn't mean that those n-ggers are even remotely qualified to be cops in the first place.
