Census Shows Whites are in Minority Among New Births in U.S.

WASHINGTON -- For the first time, minorities make up a majority of babies in the U.S., part of a sweeping race change and a growing age divide between mostly white, older Americans and predominantly minority youths that could reshape government policies.

Preliminary census estimates also show the share of African-American households headed by women -- mostly single mothers -- now exceeds African-American households with married couples, a sign of declining U.S. marriages overall but also of continuing challenges for black youths without involved fathers.

The findings, based on the latest government data, offer a preview of final 2010 census results being released this summer that provide detailed breakdowns by age, race and householder relationships.

Demographers say the numbers provide the clearest confirmation yet of a changing social order, one in which racial and ethnic minorities will become the U.S. majority by midcentury.

"We're moving toward an acknowledgment that we're living in a different world than the 1950s, where married or two-parent heterosexual couples are now no longer the norm for a lot of kids, especially kids of color," said Laura Speer, coordinator of the Kids Count project for the Baltimore-based Annie E. Casey Foundation.

"It's clear the younger generation is very demographically different from the elderly, something to keep in mind as politics plays out on how programs for the elderly get supported," she said. "It's critical that children are able to grow to compete internationally and keep state economies rolling."

Currently, non-Hispanic whites make up just under half of all children 3 years old, which is the youngest age group shown in the Census Bureau's October 2009 annual survey, its most recent. In 1990, more than 60 percent of children in that age group were white.

William H. Frey, a demographer at the Brookings Institution who analyzed the data, said figures in the 2009 survey can sometimes be inexact compared with the 2010 census, which queries the entire nation. But he said when factoring in the 2010 data released so far, minorities outnumber whites among babies under age 2.

The preliminary figures are based on an analysis of the Current Population Survey as well as the 2009 American Community Survey, which sampled 3 million U.S. households to determine that whites made up 51 percent of babies younger than 2. After taking into account a larger-than-expected jump in the minority child population in the 2010 census, the share of white babies falls below 50 percent.

Twelve states and the District of Columbia now have white populations below 50 percent among children under age 5 -- Hawaii, California, New Mexico, Texas, Arizona, Nevada, Florida, Maryland, Georgia, New Jersey, New York and Mississippi. That's up from six states and the District of Columbia in 2000.

At current growth rates, seven more states could flip to "minority-majority" status among small children in the next decade: Illinois, North Carolina, Virginia, Colorado, Connecticut, South Carolina and Delaware.

By contrast, whites make up the vast majority of older Americans -- 80 percent of seniors 65 and older and roughly 73 percent of people ages 45-64. Many states with high percentages of white seniors also have particularly large shares of minority children, including Arizona, Nevada, California, Texas and Florida.

"The recent emergence of this cultural generation gap in states with fast growth of young Hispanics has spurred heated discussions of immigration and the use of government services," Frey said. "But the new census, which will show a minority majority of our youngest Americans, makes plain that our future labor force is absolutely dependent on our ability to integrate and educate a new diverse child population."

Kenneth Johnson, a sociology professor and senior demographer at the University of New Hampshire, noted that much of the race change is being driven by increases in younger Hispanic women having more children than do white women, who have lower birth rates and as a group are moving beyond their prime childbearing years.

Because minority births are driving the rapid changes in the population, "any institution that touches or is impacted by children will be the first to feel the impact," Johnson said, citing as an example child and maternal health care that will have to be attentive to minorities' needs.

The numbers come amid public debate over hotly contested federal and state issues, from immigration and gay marriage to the rising cost of government benefits such as Medicare and Medicaid, that are resonating in different ways by region and demographics.

Alabama became the latest state this month to pass a wide-ranging anti-immigration law, which in part requires schools to report students' immigration status to state authorities. That follows tough immigration measures passed in similarly Republican-leaning states such as Georgia, Arizona and South Carolina.

But governors in Massachusetts, New York and Illinois, which long have been home to numerous immigrants, have opted out of the federal Secure Communities program that aims to deport dangerous criminals, saying it has made illegal immigrants afraid of reporting crimes to police. California may soon opt out as well.

States also are divided by region over old-age benefits and gay marriage, which is legal in five states and the District of Columbia.

Among African-Americans, U.S. households headed by women -- mostly single mothers but also adult women living with siblings or elderly parents -- represented roughly 30 percent of all African-American households, compared with the 28 percent share of married-couple African-American households. It was the first time the number of female-headed households surpassed those of married couples among any race group, according to census records reviewed by Frey dating back to 1950.

While the number of black single mothers has been gradually declining, overall marriages among blacks are decreasing faster. That reflects a broader U.S. trend of declining marriage rates as well as increases in non-family households made up of people living alone, or with unmarried partners or other non-relatives.

Female-headed households make up a 19 percent share among Hispanics and 9 percent each for whites and Asians.

Other findings:

--Multigenerational households composed of families with grandparents, parents and children were most common among Hispanics, particularly in California, Maryland, Illinois, Nevada and Texas, all states where they represented nearly 1 in 10 Latino households.

--Roughly 581,000, or a half percent, of U.S. households are composed of same-sex unmarried couples, representing nearly 1 in 10 households with unmarried partners. Unmarried gay couples made up the biggest shares in states in the Northeast and West, led by the District of Columbia, Oregon, Delaware, Massachusetts, Maine and Vermont. The largest numbers were in California and New York, which is now considering a gay marriage law.

--Minorities comprise a majority of renters in 10 states, plus the District of Columbia -- Hawaii, Texas, California, Georgia, Maryland, New Mexico, Mississippi, New Jersey, Louisiana and New York.

Tony Perkins, president of the Washington, D.C.-based Family Research Council, a conservative interest group, emphasized the economic impact of the decline of traditional families, noting that single-parent families are often the most dependent on government assistance.

"The decline of the traditional family will have to correct itself if we are to continue as a society," Perkins said, citing a responsibility of individuals and churches. "We don't need another dose of big government, but a new Hippocratic oath of `do no harm' that doesn't interfere with family formation or seek to redefine family."

Better hope for a breakup

I understand that a lot of people believe that this increasing vibrancy is a good thing for the nation because "diversity is strength".

The fact that this charming equalitarian belief happens to fly in the face of every relevant historical example as well as the recent societal patterns doesn't appear to bother them in the slightest.

One need only look at the governance of any non-white majority city to see what is in the cards for the USA as a whole; when Los Angeles or Mexico City are your rosy scenarios, well, you're pretty much out of luck.

The thing that the multicultural and racial fantasists can't seem to understand is that culture is malleable.

The non-European immigrants, forced and voluntary, are not going to be magically transmogrified by the laws and social mores they find, they are instead going to transform them to their liking.

Victor Davis Hanson describes, in ominous detail, precisely how that process has taken place in his California valley:

"Last week was another somewhat depressing chapter in a now long saga of living where I was born. I returned to the farm from leading a European military history tour, and experienced the following — mind you, after a number of thefts the month prior (barn, shop, etc.):

1) I left my chainsaw in the driveway to use the restroom inside the house. Someone driving buy saw it. He slammed on the brakes, stole it, and drove off. Neat, quick, easy. Mind you there was only a 5-minute hiatus in between my cutting. And the driver was a random passer-by. That suggests to me that a high number of rural Fresno County motorists can prove to be opportunistic thieves at any given moment. The saw was new; I liked it — an off-the-shelf $400 Echo that ran well. I assume it will be sold off at a rural intersection in these parts, or the nearby swap meet for about $60. I doubt the thief was a professional woodsman who needed a tool of the trade to survive.

2) On the next night, three 15-hp agriculture pumps on our farm were vandalized — all the copper wire was torn out of the electrical conduits. The repairs to each one might run $500; yet, the value of the wire could not be over $50. I was told by neighbors that reports and descriptions of the law-breakers focused on youthful thieves casing the countryside — in official parlance a “gang,” and in the neighborhood politically-incorrect patois “cholos” — like the fellow who recently drove in, in his new lowered shiny red pickup (hydraulic lifters are not cheap), inquiring about buying “scrap” and “just looking” before I ran him out....

I conclude that most Americans would agree that chain-sawing a peach tree or pumping irrigation water enriches the nation, while cruising around looking to destroy such activity does not. The latter represents the sort of social parasitism that I read about each Saturday night in our environs (and, in terms of illegal immigration, once wrote about in Mexifornia — a book I seem doomed to relive in Ground Hog fashion each day — nearly a decade ago): gangbanger A shoots up gangbanger B; B goes to emergency room for publicly funded $250,000 worth of surgery and post-op treatment by C, an MD, who otherwise would have been insulted and intimidated by A or B should he have met either earlier in the day. Indeed, C is more likely to be ridiculed or sued by B than thanked. And yet C does not need either A or B; both need the former in extremis.

Where does this all end — these open borders, unsustainable entitlements and public union benefits and salaries, these revolving door prisons and Al Gore-like energy fantasies?
We are left with a paradox. The taxpayer cannot indefinitely fund the emergency room treatment for the shooter and his victim on Saturday night if society cannot put a tool down for five minutes without a likely theft, or a farmer cannot turn on a 50-year old pump without expecting its electrical connections to have been ripped out. Civilization simply cannot function that way for either the productive citizen or the parasite, who still needs a live host."


Where VDH and other nominal social conservatives go wrong is to imagine that this has anything to do with illegal immigration. It has to do with the ethnic and racial makeup of the country.

As we have seen everywhere from Atlanta and Afghanistan to Zimbabwe, a society can not only survive, but thrive, with a small dash of vibrancy.

A country that is 90 European, 5 percent African, and 5 percent Hispanic might well benefit from the additional heterodoxy provided by the minorities, while a country that is 40 percent European, 20 percent African, and 40 percent Hispanic is going to be riven by a constant battle for government spoils of the sort that distracts the elites of most of the nations in the third world.

But it is obviously too late now to save the nation as a whole.

There is no coherent nation anymore. Those who hope to save a vestige of what was once America would do well to ally themselves with the likes of La Raza, who will probably be one of the more important forces in ultimately ending the ill-starred Union."

Throughout history, poverty is the normal condition of man. Advances which permit this norm to be exceeded- here and there, now and then- are the work of an extremely small minority, frequently despised, often condemned, and almost always opposed by all right-thinking people. :D Whenever this tiny minority is kept from creating, or (as sometimes happens) is driven out of a society, the people then slip back into abject poverty.

Female-headed households make up a 19 per cent share among Hispanics and nine per cent for both whites and Asians, analysis of the census data found.

Whites have already been estimated to become a minority in the USA by 2050, with Britain following in 2066 – although, as we have recently seen with predictions about Britain’s population passing the 70 million mark, these estimates are liable to be brought sharply forward at a moment’s notice.

In 2008, it was reported that over a third of babies in England and Wales were already non-white – and earlier this week that a quarter of primary school children are from ethnic ”�’minorities’ – meaning our own point of no return is not far away.

(In 2010, Professor David Coleman of Oxford University predicted that even if net immigration were brought down to 80,000 a year – lower than the number David Cameron has promised – white Britons, not whites, would still be outnumbered in their own country by 2080.)

U.S. whites lose majority by ’43

WASHINGTON — White people no longer will make up a majority of Americans by 2043, according to new census projections.

That’s part of a historic shift that already is reshaping the nation’s schools, work force and electorate, and is redefining long-held notions of race.

The official projection, released yesterday by the Census Bureau, now places the tipping point for the white majority a year later than previous estimates, which were made before the impact of the economic downturn was fully known.

Vladimir Putin calls on Russian families to have three children

President Vladimir Putin has urged Russians to have at least three children as he said a resurgent nation should be a confident and “influential” power on the world stage.

In a bullish state-of-the-nation address in Moscow on Wednesday, Mr Putin promised to smite corruption, create millions of new jobs and boost Russia’s military might while warning that foreign meddling in the country’s internal affairs was unacceptable.

He claimed the country shared universal democratic values, adding: “Russian democracy is the power of the Russian people with their own traditions of national self-government, and not the realisation of standards foisted on us from outside.”

In characteristic rhetoric, Mr Putin also addressed internal as well as external enemies while suggesting a link between the two, saying that “chinovniki” (state officials) — often seen as corrupt caste bent on self-enrichment — should be prevented from keeping their money abroad.

“What trust can there be in a ‘chinovnik’ or a politician who says big things about the welfare of Russia while trying to take his means, his money abroad?” he asked MPs and senior officials. “I ask you to support legislation to limit the rights of state officials and politicians to foreign bank accounts and shares.”

He added: “Direct or indirect external interference in our internal political processes is unacceptable. Any person who receives money from abroad for his or her political activity and by doing so serves alien national interests, cannot be a politician in Russia.”

The president’s remarks came after a controversial law was recently introduced obliging non-governmental organisations (NGOs) involved in “political activity” to call themselves “foreign agents” if they receive funding from abroad. NGOs have said the rule makes them look like spies.

Also in his speech, Mr Putin lauded recent measures to give cash payments and other benefits to mothers having a second child. Current birth rates show an average of 1.7 children are born to each Russian woman, but the president urged a huge leap in family-building.

New payments for those having a third child would begin next year, he said. “Demographers affirm that choosing to have a second child is already a potential choice in favour of a third,” he added. “It’s important that families make that step... I am convinced that the norm in Russia should become a family with three children.”

To achieve that goal, he said, women needed to be provided with the opportunity to continue work, so that they “did not fear that having a second and third child would close the path to a career”.

Mr Putin has long equated Russia’s demographic decline over recent decades with a potential threat to security. On Wednesday, he added: “In order for Russia to be a strong and sovereign country, there must be more of us and we must be better in morality, in our competences, our work and our creativity.”

To applause, the president said there were already signs that Russia’s long term demographic decline was reversing, and the population had grown by 200,000 in the first nine months of this year. “The birth rate is at last above the mortality rate,” he said.

A 2010 census put the total population of Russia at 143,000,000.

Announcing a raft of other social and economic measures, Mr Putin said he hoped to create 25m jobs by 2020.

He made sweeping promises to develop industry, including aircraft and shipbuilding, and said the country’s military and space sectors must be modernised. “Our military might is the guarantor of Russia’s security and independence,” he said.
