Missing 19-year-old identified as teen found shot, killed in car off I-435​

INDEPENDENCE, Mo. (KCTV) - The Independence Police Department has confirmed that a 19-year-old man reported missing on Saturday is the same man found dead on Sunday.
Around 4:45 p.m. on Sunday, Nov. 24, the Kansas City, Missouri, Police Department was dispatched to the area of I-435 and Truman Road. Callers said there was a person passed out in their car.
First responders found the car on the southbound exit ramp of the interstate. Inside, there was a man with what appeared to be a gunshot wound. He was pronounced dead at the scene.

Earlier that day, the Independence Police Department had issued a missing person alert for 19-year-old Preston Bell.
Bell was last seen around 8:30 p.m. on Saturday, Nov. 23 being forced into his car in front of his home. His family was unable to reach him afterward.
When Independence officers responded to the I-435 and Truman Road scene on Sunday, they were able to confirm that the deceased man was Bell.
IPD is investigating Bell’s death as a homicide. There is no suspect information at this time, and anyone with information on the case is asked to contact the TIPS Hotline at 816-474-TIPS.

KANSAS CITY, Mo. — An Independence man is charged in the deadly shooting this past weekend of a 19-year-old man.

Jackson Country Prosecutor Jean Peters Baker announced Wednesday that Steven B. Rock faces charges of second-degree murder, two counts of armed criminal action, unlawful use of a weapon and abandonment of a corpse.

According to court documents, Independence police officers responded just before 8:30 p.m. Saturday, Nov. 23, to a residence on a reported shooting.

Video evidence showed the victim’s vehicle at the residence.

Court documents say three suspects approached the vehicle. One suspect, later identified as Rock, is shown running around the back of the vehicle. He then appears to open the driver’s side door and pulls out a person, who is not moving.

Rock places him in the backseat of the vehicle. He then gets in and drives away.

Kansas City police later found the vehicle near Interstate 435 and Truman Road. Spent shell casings were found inside the vehicle.

According to the Independence Police Department, at about 8:30 p.m. Saturday, 19-year-old Preston Bell was last seen being forced into a Chevrolet Malibu near South Brookside Avenue and East Wilson Road in Kansas City, Missouri. IPD was called to the scene, and detectives later confirmed the victim was Bell.

Court documents say at the Jackson County Detention Center, Rock made a phone call and stated to the person he called that all three of them were going to be charged. He then told the person “The others don’t deserve that. It’s me.”

An Independence, MO, man has been charged with multiple felonies for the fatal shooting this week in Independence discovered after the victim's vehicle was found by Kansas City police, Jackson County Prosecutor Jean Peters Baker announced today.

Steven B. Rock faces Murder in the 2nd Degree, two counts of Armed Criminal Action charges, Unlawful Use of a Weapon, and Abandonment of a Corpse.*

According to court documents filed Friday, Independence Police Department officers responded on Nov. 23, 2024, to a residence on a reported shooting. Video evidence showed the victim's vehicle at the residence. Three suspects approached the vehicle. One suspect, later identified as the defendant, is shown running around the back of the vehicle. He then appears to open the driver's side door and pulls out a person, who is not moving. The defendant places him in the backseat of the vehicle. The defendant then gets in and drives away. Kansas City police later found the vehicle near Interstate 435 and Truman Road. Spent shell casings were found inside the vehicle. Police told the defendant that all involved in the fatal shooting would be charged. Talking to a caller to the jail, the defendant stated: "The others don't deserve that. It's me."

Prosecutors asked for a $250,000 cash bond.

A second defendant
in this case has been charged with Abandonment of a Corpse.*

Independence man charged in fatal shooting, faces multiple felonies​

INDEPENDENCE, Mo. —
An Independence man has been charged in connection with the fatal shooting of Preston Bell.
Steven B. Rock faces charges of second-degree murder, two counts of armed criminal action, unlawful use of a weapon, and abandonment of a corpse.
According to court documents, Independence police responded to a reported shooting at a residence on November 23, 2024.
The victim, later identified as Bell, was found deceased the following day with multiple gunshot wounds in the abandoned vehicle near Interstate 435 and Truman Road.
Surveillance footage showed the victim's vehicle arriving at the residence, where three suspects were seen approaching it.
Court documents state that Rock was captured on video running to the back of the vehicle before opening the driver’s side door and pulling out an unresponsive individual.
He then placed the victim in the backseat, got into the vehicle, and drove away.

During a conversation recorded at the jail, Rock allegedly admitted to the shooting, saying, "The others don't deserve that. It's me."
Police apprehended the suspects at a home in Lee’s Summit, Missouri, where a stolen firearm was also recovered.
Witness testimonies revealed that the suspects had planned to "set him up," leading to the fatal shooting.

Court records show Rock was arrested in November 2023 for pointing a gun at two Independence police officers. A warrant was issued for his arrest after he failed to appear at a court hearing in January.

The victim of Sunday's fatal shooting has been identified by police as a missing teenager who vanished from Independence, Missouri, just the day before. He was reportedly seen being kidnapped by apparent gang members.

At around 8:30 p.m. on Saturday, Preston Bell, 19, was last observed being forced into a Chevrolet Malibu close to South Brookside Avenue and East Wilson Road in Kansas City, Missouri, according to the Independence Police Department (IPD).


Officers from the Kansas City Police Department were called to the scene of an abandoned vehicle at the intersection of I-435 and Truman Road on Sunday, Nov 24. The vehicle was parked on the southbound exit ramp of I-435, but it was later identified as being connected to Bell's missing persons investigation.

When the officers got to the car, they discovered a man in the backseat who had been shot dead. Detectives subsequently verified that the individual was Bell when IPD was dispatched to the site.


According to Independence police, investigations are still ongoing, but no suspects are currently in jail. Police want anyone with information on this missing person turned homicide case to call the TIPS Hotline at (816) 474-8477 anonymously.
