NEW ORLEANS — Four teenagers face murder charges in connection with a carjacking that left a 73-year-old woman dying on a New Orleans street, her arm severed after she was dragged a block by her own car while neighbors looked on helplessly, officials said Tuesday.

Police chief Shaun Ferguson said tips led to the arrests of the teens — a 17-year-old boy, a 16-year-old girl and two 15-year-old girls — in the hours after the Monday afternoon carjacking. Two were turned in by their parents. All face second-degree murder charges, and Ferguson said he will recommend that they be charged as adults

“That’s a conversation that my team will have with the district attorney’s office,” Ferguson said at a Tuesday morning news conference. “I would say absolutely, I encourage, I will ask, that they be charged as adults. ... I mean, look at the nature of the crime.”

Ferguson confirmed that Linda Frickey died after she become entangled in a seatbelt as carjackers sped away with her vehicle.



“The door had closed on the seatbelt, but she was stuck in it,” resident Todd Ecker told WVUE-TV on Monday. “I got out of my vehicle, screaming for them, ‘Please stop, you’re dragging a lady.’ Other neighbors were also screaming at them.”

A tearful Leanne Mascar and her husband Mark Mascar tried to comfort the victim as she died at the scene.

“I was telling this woman to hang in there,” Mark Mascar told the TV station. “Every time I heard a siren, I was hoping and praying that was an ambulance.”

On Tuesday morning, Ferguson credited the arrests to police working throughout the night and information from a variety of sources, including two suspects’ parents.

NEW ORLEANS (WVUE) - Four teenagers believed responsible for the carjacking and dragging death of a woman in Mid-City have been arrested by New Orleans police, the department announced Tuesday (March 22).
A law enforcement source identified the accused killers as 17-year-old John Honore and three 15-year-old girls:

Lenyra Theophile.

The teens are booked with second-degree murder, NOPD Superintendent Shaun Ferguson said at a news conference at police headquarters.

One of the girls and Honore were turned in to police by their parents, Ferguson said, after surveillance images of the suspects were disseminated by news media Monday afternoon.

“This was an incredibly difficult decision, on the behalf of these parents, and I want to commend them for doing the right thing,” Ferguson said. “It’s very painful to turn in your child for something you know they were not raised to be.

“It does, in fact, take a village to ensure the safety of our city.”:rolleyes:

The teens are accused of carjacking 73-year-old Linda Frickey on Monday shortly after 1:30 p.m., dragging the woman more than a block while she was entangled in her seat belt’s strap until her arm was detached from her body and she bled to death in the 300 block of North Scott Street.
Ferguson said all four teens would be booked with second-degree murder, and that he plans to personally ask Orleans Parish District Attorney Jason Williams to prosecute the suspects in adult court, where they could face life sentences with the possibility of parole after 25 years.

“I would say absolutely I will ask they be charged as adults,” Ferguson said. “I mean, look at the nature of the crime. Brazenness. Broad daylight. No regard for this woman hanging outside the car. ... At some point, we have to hold people accountable.”

Earlier Tuesday, Williams issued a statement decrying the crime, but stopped short of promising the juveniles would be prosecuted as adults.
“What occurred ... was heinous and unthinkable,” Williams said. “I can’t help but think of my own mother and other elders in our community. While we will allow the NOPD to complete a thorough investigation, any and all persons that the evidence shows participated in the murder of this elder will be prosecuted to the absolute fullest extent of the law.”

While campaigning for office, Williams pledged to prosecute minors only in the state’s juvenile system, where adjudicated young felons can be incarcerated only until their 21st birthdays.
But Williams has made at least one exception to that pledge. He announced last May that 15-year-olds Que’dyn Growe and Demond Thomas would be prosecuted as adults for the January 2021 murder of 52-year-old Anita Irvin-LeViege, who was delivering groceries to her in-laws in New Orleans East when she was fatally shot during what police described as a botched carjacking attempt.
Ferguson, who said he spoke with Frickey’s family to share news of the arrests, made it clear he thinks no lesser consideration should be given to the four suspects in her death.
“I’m not an advocate for incarceration, but sometimes people need to be locked up,” Ferguson said. “When you commit a crime like this, absolutely you need to be locked up.”

After the surveillance images of the suspects were disseminated Monday afternoon, Ferguson said the mother of one of the 15-year-old girls brought her in to surrender to police. Hours later, the parents of the 17-year-old boy also notified police of where he could be found. Police served a search warrant at another residence and found the male suspect with one of the girls also being sought.

After news reports of the first three arrests circulated Tuesday morning, the final 15-year-old girl surrendered to police between 10:30 and 11:30 a.m., Ferguson said.
“I challenged the community (Monday) to play an active role in identifying and locating these individuals, and the community did just that,” Ferguson said. “So many of you decided to step up and say what you saw or what you knew. Because of that concerted effort, and the hard work of the NOPD officers and investigators working throughout the night with our citizens who called in, these arrests were made.

“This should happen every time we have an unfortunate death. From the perspective of the police department, we have the same effort every time we have a case. But often it requires the information we need to run with it.”
Ferguson provided no details on the juvenile criminal records of the four teens, but acknowledged “some of them” have been arrested before.

“We are looking to see if they were involved in any other crimes,” Ferguson said. “Right now, we have nothing to report in that regard. What they were arrested for in the past has nothing to do with what happened yesterday.”

Ferguson also said it no longer was that surprising to see females suspected of violent crimes, noting that 24-year-old Daphney Jackson was just arrested for Sunday’s shooting death of 46-year-old Bourbon Street bartender Spencer Hudson, another senseless killing that rattled the city.

“We are starting to see that more often, and it’s very concerning,” Ferguson said. “It’s not a gender thing. There’s a certain culture of behavior that we must address.”

Four teenagers accused of carjacking 73-year-old Linda Frickey and dragging her to death will be tried as adults on second-degree murder charges, Orleans Parish District Attorney Jason Williams announced in a press conference.


The accused killers are 17-year-old John Honore and three 15-year-old girls; Briniyah Baker, Marquel Curtis, and Lenyra Theophile.

Frickey was killed in Mid-City on March 21 when police say the four juveniles carjacked her shortly after 1:30 p.m. and dragged her more than a block in Mid-City until her arm was severed.


In a press conference on Thurs., April 28, Williams said the juvenile court system is not set up to handle cases this severe.


“Four or five years is just not enough,” he said. “The juvenile sentencing limits would be inadequate to ensure that these young people are appropriately held accountable for taking a life.”


If convicted, all four will face life in prison, a mandatory sentence for second-degree murder in the state of Louisiana.


“This was one of the most violent carjackings we’ve ever seen; these young people dragged Mrs. Frickey, severing her arm as they all fled the scene in her car. Today’s grand jury decision to indict these young people for Second Degree Murder is fair and ensures they are appropriately held accountable,” Williams said in a statement.

NEW ORLEANS (WVUE) - Orleans Parish District Attorney Jason Williams’ federal tax fraud trial is set to begin Monday morning.

“These are felony charges, and you can go to jail for them because they carry a sentence based on the crime, and also the amount of money,” says Fox 8 Legal Analyst Joe Raspanti.

Federal prosecutors intend to prove Williams and his co-defendant and former law partner Nicole Burdett, defrauded the U.S. Treasury of more than $200,000 in owed taxes.

Prosecutors say Williams and Burdett conspired with Westwego tax preparer Henry Timothy in a scheme to inflate tax write-offs for Williams’ law firm by about $700,000 over the course of a five-year period between 2013-17.

Williams and Burdett are also charged with failing to report several large cash payments made by some of his firm’s clients.

“These are tax crimes. There are some that you aren’t reporting the cash that you deposit, and those that you are not paying the amount of taxes that you are paying,” says Raspanti.

The stakes are high in the trial, which is expected to take two weeks. Williams and Burdett each face 10 felony counts related to the alleged tax fraud conspiracy. Conviction on even one of the felony counts would cause the defendants to be stripped of their licenses to practice law in Louisiana, and thus would force Williams out of office.

Raspanti said jury selection can be the most important part of a jury trial. Williams and Burdett’s defense attorneys are from New Orleans, but the federal prosecutors will be from the Western District of Louisiana, after the Eastern District office recused itself from the case.

“The defense attorneys are local guys who tried cases from here. The Western District attorneys are not familiar with the people here,” says Raspanti.

Jury selection could take a couple of days and several witnesses are expected to take the stand, including Williams’ ex-wife, Bridget Barthelemy. She was also recently charged with a tax crime through a bill of information, accused of failing to file an income tax return in 2019. Williams’ tax preparer Henry Timothy is also expected to testify as the government’s star witness.

“From an ex-wife to the tax preparer, to many others who will have various degrees of impacts. And also, my understanding is that the defendants themselves may testify,” says Raspanti.

When we reached out to Williams’ attorney Billy Gibbens for a comment, he only told Fox 8, he’s ready to go to trial.

Honore had a previous violent crime allegation charged in adult Criminal District Court that was dropped last year by Williams’ office, court records show. He and two other co-defendants were charged as adults for another alleged carjacking when he was 15.

The court record shows Honore was ordered to home confinement and later incarcerated at the Orleans Juvenile Justice Center while awaiting prosecution. He was ordered freed from confinement after Williams’ office told the court it was dropping the case.
NEW ORLEANS (WVUE) - John Honore, the 17-year-old accused of murder in Monday’s carjacking and dragging death of Linda Frickey, had a previous violent crime allegation charged in adult Criminal District Court that was dropped last year by District Attorney Jason Williams’ office, court records show.

Honore and two co-defendants who are not accused in Frickey’s death were charged as adults for another alleged carjacking nearly two years ago when he was 15. Former District Attorney Leon Cannizzaro’s office charged Honore in that case in June 2020, along with co-defendants Aaliyah Thompson (then 17) and Miguel Leon Jr. (then 17).

Williams was sworn in as the Orleans Parish DA in January 2021, and court records show his office dropped the prosecution against all three defendants two months later, on March 10, 2021.

The court record shows Honore was ordered to home confinement, and later incarcerated at the Orleans Juvenile Justice Center, while awaiting prosecution. He was ordered freed from confinement after Williams’ office told the court it was dropping the case.

Williams’ office told Fox 8 the victim in the 2020 case was related to one of the defendants, and that the prosecution was dropped at the request of family members.
 



Teen suspect in Frickey carjacking death found competent to stand trial​

NEW ORLEANS (WVUE) - One of the four teenagers accused in the brutal carjacking and dragging death of Linda Frickey was found competent to stand trial in the latest court hearing on Thursday, May 25.
Lenyra Theophile, 16, was found in March to be unable to participate in her own defense without additional mental evaluations. Since then, she has been held in custody at a psychiatric facility in Mandeville.
The hospital has since requested Theophile be transferred back to the Juvenile Justice Intervention Center.
Judge Kimya Holmes found Theophile competent to stand trial Thursday alongside her co-defendants.
The hearing was very emotional, as friends and family members on both sides continue to pack the courtrooms during the pre-trial hearings, demanding justice in a case that’s drawn national attention.

Theophile and three other teenagers, John Honore, Briniyah Baker and Mar’quel Curtis, are all charged as adults for the second-degree murder of Frickey. They’re accused of attacking the 72-year-old woman as she sat in her car near North Scott and Bienville streets around 1:30 p.m. on March 21, 2022.
Frickey’s arm became entangled in her seat belt as she was pushed out of the driver’s seat and she was dragged until her arm was severed and she bled to death on the street.
Last week, the Orleans Parish District Attorney’s Office filed a motion to exclude expert testimony pertaining to the relationship between juvenile brain development and violent crimes, arguing that the suspects have already pleaded not guilty and thus, can not use insanity as a defense.
