EAST CLEVELAND, Ohio — The 2-year-old boy who fell to his death from a 17-story window on Monday was roughhousing with his 3-year-old brother shortly before his mother heard glass shattering, reports stated on Tuesday.

The Cuyahoga County Medical Examiner ruled the death an accident Tuesday, concluding that Alijah R. Glenn crashed through a floor-to-ceiling window Monday at the Crystal Tower apartments on Terrace Road.

The child's death left those who knew the family saddened and Crystal Tower residents wondering if more safety features could have prevented the tragedy.

"He loved to run and jump and flip and play," said Calthonia Pearl, who lives next to the boy's family on Eddy Road in East Cleveland. "He enjoyed everyone, he liked people. I never heard him cry."

The medical examiner said Alijah, died from the blunt impact to his trunk from the fall and that he suffered skeletal and internal injuries.

Reports say Alijah, his brother 3-year-old brother Amir, and their mother, Shankia Henderson, were visiting their grandmother about 7:30 p.m. Monday. Henderson told police her children were in a back bedroom in her mother's apartment when she heard glass breaking.

Reports say Henderson went into the room and her other son Amir pointed to the window. The woman told police she looked out the window and saw Alijah on the ground.

The boy's grandmother, Bernice Greer, 70, told police the two boys were roughhousing before the accident. The grandmother said she turned off the light in the bedroom, normally an indicator to the boys that they weren't allowed in that room.

Reports say Greer went into the bedroom to talk on the phone when she heard glass breaking and the boy's mother screaming.

A 31-year-old woman visiting from New York City told police she was walking outside the apartment building when she felt glass falling on her. She looked up to see where the glass was coming from, and saw Alijah falling from the building
, reports say.

The woman said she checked the boy, found he was still breathing and ordered a woman sitting in her car to call 9-1-1. Reports say he had a faint heartbeat before paramedics rushed him to Rainbow Babies and Children's Hospital, where he was pronounced dead.
