Atlanta Officials Dispute City's Notorious Crime Ranking

ATLANTA -- Atlanta officials say crime has been going down, despite a recent study that ranked it as the third most dangerous city in the nation.

This year, Atlanta was rated the third worst city in crime by Morgan Quitno, a Kansas firm that ranks cities by their crime rates. Only Camden, N.J., and Detroit were ahead of Atlanta.

The Morgan Quitno rankings look at six major crimes reported each year to the FBI: murder, rape, robbery, aggravated assault, burglary and automobile theft.

Police Chief Richard Pennington said Monday he knows Atlanta has a high crime rate but there are signs of improvement. In fact, such surveys may "help our cause," Pennington said, because they

get the public and city officials talking about the problem.

Pennington said
the rates show crime has gone down since he arrived in 2002.

In 2003, Atlanta had 20,780 reported crimes. As of Nov. 13, Atlanta had 17,876 reported crimes this year. But with 48 days left in the year and the holidays approaching, the final number of reported crimes remains uncertain.

Also, Pennington said that by the end of the year, the police department will be nearly back to its authorized staffing level of 1,732 officers. When he came into office, it was less than 1,600, he said.

A.J. Robinson, president of Central Atlanta Progress, a downtown advocacy organization, said his organization has been fighting such crime studies for years.

"It does have some impact on people's perception of the city, right or wrong," Robinson said. "When people hear reports of crime, they think 'downtown.' "

said per-capita crime rates are deceiving because pockets of high crime can skew a citywide average.

"Most business i
n Atlanta is done in the convention area, in the downtown area, in the hotels area," Friedmann said. "Those areas are relatively safe."

City officials have long fought the perception that Atlanta has a dangerously high crime rate.

In 1989, Atlanta officials were irked when Washington officials released a study saying Atlanta was the nation's most dangerous city. And in 1996, then-Georgia Attorney General Mike Bowers caused a stir when he said Atlanta's streets were more dangerous than those in war-torn Sarajevo.

The Morgan Quitno study also ranked Macon the ninth most dangerous city in the nation among those with populations ranging from 75,000 to 99,999.

Three Louisiana metropolitan areas are among the 25 most dangerous in the country, according to a report released Monday by a company that
specializes in state and city statistical reference books. New Orleans and its suburbs comprised the fifth-most dangerous metropolitan area in the country in terms of residents' exposure to violent crime, the report by Lawrence, Kansas-based Morgan Quitno Press said.


The Bossier City-Shreveport area ranked 12th and the Lafayette area 14th. New Orleans Police Chief Eddie Compass has said the city is relatively safe for people who obey the law and steer clear of pockets known for high drug trafficking and related crime. He has noted that the vast majority of the city's murders have involved people who knew one another. Scott Morgan, president of Morgan Quitno Press, said Compass may be right, but stressed that, "even if these people know each other, it's still n
ot good for
a city to have people being shot there." "These aren't rampaging scenes where someone is running down the street randomly hurting people, but you do see a spillover in terms of burglary. ... You still have houses broken into
by somebody trying to finance their (drug) habit."

The report uses U.S. Census definitions of metropolitan statistical areas and tallies its rankings based on 2003 FBI data kept in six categories - murder, rape, robbery, aggravated assault, burglary and motor vehicle theft. The report also ranked cities excluding their outlying communities. In that ranking, New Orleans was eighth-most dangerous, while no other Louisiana city was in the top 25.

New Orleans Mayor Ray Nagin's homeland security director, Terry Ebbert, said the city is not satisfied with its crime rate but has a lot of faith in Compass and in his department. "We've got a long ways to go, but if you back us up to 1995 and see we've had 40 percent reductio
n, we've do
ne a lot," Ebbert said. Ebbert notes that a lot of the metro areas in the report were smaller and in many cases newer communities that were difficult to compare to New Orleans. For example, the safest metropolitan area was listed as Appleton, Wis., where the popu
lation is estimated at around 210,000.

The New Orleans metro area includes more than 1.3 million people. Some of the more dangerous metro areas included Detroit (ranked No. 1), Memphis (2), Miami (6) and Las Vegas (8). In the strictly municipal category - which did not include suburbs - Washington, D.C., St. Louis and Atlanta ranked as more dangerous than New Orleans. "What are our comparisons with our contemporaries? All of us face challenges in policing," Ebbert said. "We face challenges as old cities to fight the war on poverty." Officials from Shreveport and Lafayette did not return calls for comment. Those cities are more similar in size to some of the safest cities. In 2003, The Shreveport-B

Edison does not have 2 million people. Then again, it doesn't have many Whites left either. They were pushed out by snake charmers and panfaced dogeaters a couple of decades ago.

A note re Charleston, SC. Actually, this city. except for a few cancerous lesions on the peninsula is actually safe. It is only when combined with North Charleston (a kind of southern Chester) to make a metropolitan aggregate that it is so dangerous.

One thing significant that happened there is that lots of blue collar/military housing developments (e.g. Dorchester, Waylyn, Ben Tillman Homes, etc) which began to decline after WWII and Korean conflict--combined with the infamous desegregation phenomenon--led to "housing integration" that is, White abandonment and black influx--with the inevitable deterioration. Then the Naval Base declined and fell. These are all in North Charleston (much of which used to be called in a silly fashion, "Charleston Heights," maybe 7 ft above sea level. Some Whites there went to what was then only a geographical feature, now a city ca

lled Goose Creek.

At the same time
, some of peninsular Charleston was actually rescued during the period from 1960 to the present. There are hardly any negroes south of Calhoun street today, even on the east side, and some of the east side above there has even been reclaimed for civilization. Negroes vanished from certain alleys and courts--even an entire street, Short St downtown was bought up by Whites, and Archdale St was reconquered-- and upscale White townhouses were built. There is still some reclamation to be done with this unique city which was once a national treasure.

Whites who used to flee to "west of the Ashley," have, in recent times opted more for Mount Pleasant, and the beaner population on John's Island has virtually exploded. James Island is uncomfortably mixed.

Interesting times, folks!
