Three Charged with Lying to Get $400,000 Meant for Black Farmers

JACKSONVILLE, FL (AP) -- Three people falsely claimed to be farmers to receive $400,000 under a program that provided payments to black farmers who had wrongly been denied government loans, officials said.

The three are accused of conspiracy to submit false claims to the U.S. Department of Agriculture to allegedly obtain money from the settlement that ended the suit known as Pigford v. Glickman. Each was also charged with making fraudulent claims to receive payments from a government agency.

Only one of the three has been arrested and two remain at large. A federal grand jury in Jacksonville indicted the three Jan. 13, but the documents remained sealed un
til Thursday.

Daniel Ezugo Anekwa, 44, of Jacksonvil
le, made his initial appearance in federal court Thursday before U.S. Magistrate Howard T. Snyder, who ordered him freed on a signature bond.

If convicted, Anekwu faces a maximun penalty of 25 years in prison and a $1 million fine. There was no attorney information listed in court records.

Also charged and Emma Okari Brooks, 55, a former resident of Jacksonville and Kimberly Colston Woodruff, 42, of Tallahassee.

Brooks faces up to 50 years in prison and a $2.25 million fine and Woodruff faces a maximum of 30 years in prison and a $1.25 million fine.

Each of the three also could be forced to make restitution. The 1999 Pigford v. Glickman settlement was aimed at resolving complaints from black farmers who said they had been systemically denied government loans because of their race. With minimal documentation, they could get payments of
$50,000, but could receive more if they could show overt discrimination.
