South Street Mass Shooting: 2 Men In Custody In Connection To Shooting That Left 3 Dead, 11 Injured​

PHILADELPHIA (CBS) — Two men are in custody in connection to a mass shooting on Philadelphia’s South Street over the weekend. Police said Monday night the second suspect, 34-year-old Rashaan Vereen, was taken into custody by U.S. Marshals. Vereen is facing attempted murder and aggravated assault charges, among others.
Vereen was taken into custody around 7:30 p.m. without incident. Officials also searched his West Passyunk home for weapons but did not find
Neighbors say Vereen has two children. It’s unclear if either was home at the time he was taken into custody.


Authorities say Quran Garner has also been charged with multiple offenses, including aggravated assault, simple assault and violation of uniform firearm acts.
So far, investigators have linked four guns to Saturday night’s violence. One of the weapons was a ghost gun.
Two people were killed along with a gunman in the mass shooting and 11 others were wounded by gunfire and another victim was hurt by shattered glass.



The mass shooting unfolded at 11:31 p.m. Saturday.
Investigators described it as a series of shootings with multiple shooters in the 200 and 300 blocks of South Street that sent people running for their lives.
Video obtained by Eyewitness News shows much of the evening was chaotic along the 200, 300, and 400 blocks of South Street.



A fight between two armed men outside a water ice store is believed to have been what police call the “genesis” of dozens and dozens of rounds being fired.


Investigators confirmed to Eyewitness News that this fight between three men was the start of trouble.
The District Attorney’s Office says a man identified as Greg Jackson in video Eyewitness News has been showing shoots at a man identified as Micah Townes. Townes then fired back at Jackson. Jackson is then pronounced dead at the scene.
A third individual is being identified as Garner, who is in the hospital facing multiple charges. Garner is facing aggravated assault and aggravated assault on a law enforcement officer charges.
Police say they saw Garner firing down from 3rd and American Streets in the direction of South Street. A police officer engaged Garner, fired upon Garner and wounded him in the hand.
Garner then showed up at another shooting scene Philadelphia police were at, at a 4th and Bainbridge Streets, and gave police a story that he had been shot at the scene on South Street.
“It’s our belief was that a friend or was with Micah Townes when the initial altercation starts. After the initial altercation, guns were drawn by Gregory Jackson and Micah Townes,” Joanne Pescatore, chief of the homicide unit at the Philadelphia DA’s Office, said. “Gregory Jackson shoots at Micah Townes first. Micah Townes returns fire, shooting and killing Gregory Jackson. As a result of that, Quran Garner then begins to fire down the street, toward South Street, toward where the initial confrontation took place. It is at that point that Philadelphia police began to shoot after Quran Garner pulls a gun, has the gun out and looks in their direction. They shoot at him, shooting his hand. He’s currently at Thomas Jefferson University Hospital undergoing surgery for a result of injuries sustained when the police shot back at him.”
Prosecutors said the gun Garner used was a ghost gun with an extended magazine.
“I’d like to thank our PPD investigators, the ATF, The FBI, and the United States Marshall’s Service for their swift and diligent work in identifying and apprehending two individuals wanted in connection to the horrific shooting incident that occurred Saturday evening on South Street,” Police Commissioner Danielle Outlaw said in a statement. “That being said, there is still more work to do. The PPD will continue to work with all of our law enforcement and community partners to identify and apprehend each and every individual responsible for these heinous crimes.”
Prosecutors stressed both Jackson, who died in the shootout, and Townes were permitted to carry.
Police recovered multiple weapons.
“I think there were about 70 officers at least in that few block area and they didn’t seem to care that there was a police officer in sight,” Philadelphia Mayor Jim Kenney said.
Kenney pushed back on claims there were not enough officers, pointing to the guns for turning a fight into a deadly event.
He says short-term he’s leveraging additional officers from state police. He also says declaring a state of emergency isn’t the answer.
“The National Guard is not trained or licensed to do law enforcement,” Kenney said.
He also says he’ll consider curfews on a case-by-case basis, along with crowd control policy changes.
“It’s a touchy situation. You tell people they can’t be at a specific place when they are just going about their business, shopping or eating. The issue of law enforcement is it’s a balance: What do you do to keep people safe but at the same time what do you do to not their rights?” Kenney said.

The shooting happened on the 400 block of North Dagget Street just after 2 p.m. on Saturday.
The man was shot once in the stomach, once in the left forearm, and three times in his back. Police say he was transported to Presbyterian Medical Center and placed in critical condition.

Police say the man was placed in stable condition at Temple University Hospital.
A shooting in West Philly left a 33-year-old woman injured, according to police. The incident occurred on the 4100 block of Cambridge Street.
The woman was transported to Presbyterian Hospital and placed in stable condition, police say.

PHILADELPHIA (CBS) — Five separate shootings in Philadelphia on Saturday have left one man dead and five others injured, police say. In East Germantown, a shooting killed an 18-year-old man and injured 25-year-old-man.
The shooting occurred on the 5500 block of Devon Street around 5:45 p.m.
Police say the 18-year-old was shot once in the head and left shoulder. He was taken to Albert Einstein Hospital and pronounced dead at 5:59 p.m. The 25-year-old man was shot twice in his back and once in his left arm, according to police. He was placed in stable condition at Einstein.
A 28-year-old man was shot five times in West Philadelphia, according to police.

9 Separate Shootings In Philadelphia Leave 3 People Dead, 6 Others Injured: Police​

PHILADELPHIA (CBS) — Philadelphia police are investigating nine separate shootings that killed three people and injured six others on Saturday. In Brewerytown, a male between the ages of 15 and 18 years old was shot twice and killed, police say.
The shooting happened on the 1400 block of North 27th Street.
Police say the victim was shot in the upper back and lower back and pronounced dead at 12:27 p.m.
8 Separate Shootings In Philadelphia Leave 3 People Dead, 5 Others Injured: Police
A 59-year-old man was shot in the chest and killed in West Philadelphia, according to police. He was pronounced dead at 8:57 a.m.
In University City, police say a 36-year-old man was shot multiple times throughout his body and killed. The shooting occurred on the 3700 block of Lancaster Avenue around 2 a.m.
Also in University City, a 26-year-old man was shot once in the back of the head, police say. He was transported to the hospital and placed in critical condition.
A man is fighting for his life after a shooting in West Philadelphia. It happened at 39th and Poplar Streets around 9:30 p.m.
Police say an 18-year-old man was shot multiple times. Officers rushed him to Penn Presbyterian Hospital where he is in very critical condition.
Authorities say they found at least 35 shell casings from at least three weapons. The crime scene stretches over a block and a half.



Police say a 31-year-old man suffered a graze wound to his abdomen in the city’s Harrowgate neighborhood. The man refused medical treatment, according to police.
A 22-year-old man was shot once in the left leg during a robbery in North Philadelphia, police say. Police say he had his cell phone and wallet taken during the incident. He was placed in stable condition at Albert Einstein Medical Center.
Police say a 26-year-old man walked into Temple Hospital with a gunshot wound to the back of his head around 1:30 a.m. The exact location of the shooting is unknown. He was placed in stable condition.
In the city’s Ogontz section, a 23-year-old man was shot once in the upper left abdomen. Police say the man was in critical condition at Albert Einstein medical Center.
The incident happened on the 1500 block of West Olney Avenue at midnight.
No arrests have been made in any of these shootings.
 



11 Separate Shootings In Philadelphia Leave 2 Dead, 10 Others Injured: Police​

PHILADELPHIA (CBS) — Philadelphia police are investigating 11 separate shootings from Friday night into Saturday that left two people dead and 10 others injured. A 22-year-old woman was killed in a double shooting in Kensington, according to police.
The shooting happened on the 200 block of East Tioga Street.

Police say the woman was shot twice in the chest while sitting in the driver’s seat of a vehicle. She was pronounced dead at Temple University Hospital around 3:15 a.m.

The second victim in the shooting, a 25-year-old man, was shot once in the left forearm, police say. The man was sitting next to the woman inside the vehicle. He was placed in stable condition.

10 Separate Shootings In Philadelphia Leave 2 Dead, 9 Others Injured: Police

In North Philadelphia, a man in his 20 to 30s was shot multiple times throughout his body and killed, police say. The shooting happened on the 500 block of West Bristol Street just before 1 p.m.

Police say a 24-year old man is fighting for his life after a shooting in Southwest Philadelphia. The incident took place just before 9:30 p.m. on the 5400 block of Grays Avenue.

The victim was shot multiple times in the head and body. He is in extremely critical condition at Penn Presbyterian.

Investigators believe the victim was struck at close range and multiple shooters were involved. Officials say 45 spent shell casings were found at the scene.



Police say a 54-year-old man was shot once in his left leg in Overbrook Park. The shooting happened around 9 a.m. on the 1400 block of North 76th Street. He was placed in stable condition at the hospital, according to police.


A 43-year-old man was shot twice in his left calf in North Philadelphia, police say. The incident happened at 25th and Diamond Streets around 8 a.m. Police say the man was placed in stable condition at Temple Hospital.

In West Philly, a 27-year-old man was shot three times. Police say he was shot once in the left knee and twice in his right knee. The man was placed in stable condition at Presbyterian Hospital, according to police.

A 23-year-old man was shot once in his left foot in the city’s Olney section, police say. The shooting happened on the 5500 block of Rising Sun Avenue around 2:30 a.m. He was placed in stable condition.

Police say a 65-year-old man was shot once in his right arm in North Philadelphia. The man was placed in stable condition at Temple Hospital.

In Mayfair, a 21-year-old man was shot once in his right calf. Police say the man was taken to Jeanes Hospital by a private vehicle and placed in stable condition.

A 24-year-old man was shot in the left ankle in Center City, according to police. The shooting happened on the 1300 block of Spruce Street around 1 a.m. He was placed in stable condition at the hospital, authorities say.

A 23-year-old man was shot twice in the city’s Brewerytown section, police say. The incident occurred on the 1700 block of North 28th Street around 10:45 p.m. on Friday. The man was placed in stable condition at Temple Hospital.

Crime Without Punishment: Homicide Clearance Rates Are Dropping In Philadelphia As Murder Rates Skyrocket​

Monique Irvis recalls her son’s murder while sitting on the stoop of her Southwest Philadelphia home.



This mom is already bracing for Aug. 1. It’s the date in 2007 her son Eric Woods was shot and killed. He was 19.

The case has languished.

Irvis described a tense, difficult relationship with the Philadelphia Police Department.

“I’m very angry, I’ve been trying to say I’m not angry. I don’t know but it just angers me. It’s been too long,” Irvis said.

CBS3: What grade would you give the Philadelphia Police Department on their handling of this?
Monique Irvis: A zero, zero.
The case of Eric Woods, shot and killed after a neighborhood basketball game in Southwest Philly, is one of the city’s many unsolved murders.

“The entire pandemic we’ve been maxed out,” Heather Arias, with the Anti-Violence Partnership of Philadelphia agency, said.

Arias is troubled by numbers showing Philadelphia is struggling to solve its homicides. It’s growing increasingly worse.

More and more data, uncovered by CBS News, shows the department over the last couple of years is solving only slightly more than a quarter of murders involving Black victims, compared with figures between 60% and 80% for white victims.





“What’s worse than losing someone to a homicide is losing someone to a homicide and not having any answers, and the time going by, life going on, and you’re still left with no answers,” Arias said.

CBS3 pressed the department for specific data.

Beginning in 2014, homicide numbers began a steady rise:

  • 249 eight years ago
  • 317 by 2017
  • And then, department officials say there was an explosion.
The murder rate in Philadelphia was 499 in 2020. That’s a 40% increase from 2019.

Meanwhile, homicide clearance rates — what the department considers solving or closing a case — have been dropping, and 2020 was a low point. Police solved just 42% of murder cases that year.

Philadelphia Police Commissioner Danielle Outlaw has been at the helm of the 6,600-member force for 2 1/2 years.

She called the 2020 clearance rate alarming.

“Because it’s one that jumps off the page so readily, it forces us to say, ‘What’s going on here? Why is this happening?'” Outlaw said.


Homicide unit officials tell CBS3 there are a total of 75 detectives who make up the entire unit. Of that number, 60 are actively assigned new cases.

Given the 2020 and 2021 surges in killings, CBS3 is told as the ratio of cases per investigator rises, the percentage of clearances goes down.

A homicide captain called it the “law of averages.”

“It’s sometimes challenging to identify those who are responsible, whether because it’s the mask or witnesses not coming forward, so that means we’re relying on other forms of forensic evidence to bolster our cases,” Outlaw said.

While the commissioner added a dozen more detectives to the homicide unit after her 2020 arrival, she described a department technologically challenged.

She said the “click-click” of a typewriter in the unit was among the first sobering eye and ear openers.

“And sure enough, because it was so distracting I turned around and someone was typing on a typewriter,” Outlaw said.

She links technological advances to understanding when a social media-fueled retaliatory killing might happen and where.

“We didn’t have analysts regularly working these cases and following them on social media to see what they were posting, we now do. But what are we doing technologically to make sure we are keeping up?” Outlaw said.

CBS3 visited the Anti-Violence Philadelphia Partnership office, as the city is again pacing closely to stats for 2021 — the worst year on record for murder.

“I do think it’s going to get worse before it gets better,” Anti-Violence Philadelphia Partnership Executive Director Natasha McGlynn said. “Are we approaching the bottom? I want to be cautiously optimistic that we are.”

Her agency helps families navigate the days and weeks, sometimes years after a loved one is killed.

She is barely able to hide her frustration, saying there is a breakdown in owning the problem, and it’s a problem disproportionately affecting those in the Black and brown community.

“It should be the state’s responsibility,” McGlynn said. “There needs to be accountability and it’s lacking.”

The commissioner says there’s a growing sense of hopelessness.

“What hurts me is that young men have looked me in the eye and have said, ‘There’s nothing you can do to fix this,'” Outlaw said.

That’s certainly something Monique Irvis knows — solving her son’s murder feels elusive.

“It changed my life a lot,” Irvis said.

The killings are piling up.

The victim was found dead with a gunshot wound to on the second floor of a building on Cherry Street, just before 4 a.m. Investigators said 1 person is in custody but no further information is available at this time.
In Philadelphia’s Fairhill neighborhood, two people were shot. Police say the shooting happened near 8th and Huntingdon Streets just before 3 a.m.
A 19-year-old man and an 18-year-old woman were shot while sitting in a car. They were transported to an area hospital and placed in stable condition.
No arrests have been made at this time.
Police in West Philadelphia say a woman was rushed to the hospital after being shot in the leg. The shooting happened around 2 a.m. near North 53rd and Media Streets.
CBS3 is told the woman is in stable condition, but the search for a suspect continues.
And in Juniata Park, a 15-year-old girl was shot on the 3900 block of L Street around 11 p.m. Saturday. She is in stable condition and no arrests have been made at this time.

The 28-year-old man, police say, opened fire on the car that hit him. The 31-year-old man was hit multiple times, which resulted in him crashing his car and the vehicle going up into flames.
The 31-year-old was placed in stable condition at Temple University Hospital, authorities say. The 28-year-old man is in police custody. A weapon was also recovered.

Police say 15-year-old boy was shot once in his left knee in North Philadelphia. He walked into Temple Hospital and was placed in stable condition.
No weapons were recovered and no arrests were made, police say.
A man is recovering after being shot during a carjacking in Philadelphia’s Oxford Circle neighborhood. Police say the 30-year-old victim was shot once on the 1500 block of Van Kirk Street.
The suspect fled the scene with the victim’s Toyota RAV4. The vehicle has not been recovered at this time.

2-Year-Old Boy, 4 Teenagers Among 8 People Shot In 2 Separate Quadruple Shootings In Philadelphia: Police​

PHILADELPHIA (CBS) — Eight people, most of them children, are in hospitals after two separate quadruple shootings in the city. The first happened in West Philly, and the other in Northern Liberties.
All four victims were brought here to Jefferson Hospital for treatment. Police say they’re all teenagers, just 13, 14, 15, and 16 years old.
Two of them, both girls, were shot in the face.
CBS3 has been told they’re all in critical condition Thursday morning but expected to survive.

This is still an active investigation.
The shooting happened at 7th and Wallace streets.
Police tell CBS3 that more than 20 shots were fired in the courtyard of the Spring Garden Homes around 2:30 a.m.
A 13-year-old boy and a 15-year-old boy were shot in the arms and legs. A 14-year-old girl and a 16-year-old girl were shot in the face.
Police have not yet determined a motive for their attack.
About four hours earlier in West Philly, there was another shooting that injured four people. This one involved even younger children.
2-Year-Old Child, 4 Teenagers Among 8 People Shot In 2 Separate Quadruple Shootings In Philadelphia: Police
Police responded to Creighton and Wyalusing Streets around 1030 p.m. Wednesday to find a 26-year-old man shot in the leg. He’s now in critical condition.
About a block away, police found three other victims in an SUV.
The driver, a 20-year-old woman, was shot in the back; she’s in critical condition. Her 20-year-old passenger, also a woman, was shot in the head. She’s also in critical condition.
And a 2-year-old boy in the back seat was shot in the leg. He’s in stable condition Thursday morning at CHOP.
“In this KIA, in addition to the three victims, there was a 6-year-old boy also in the backseat who was not struck by gunfire, he’s very lucky since the vehicle was hit 10 times by gunfire,” Chief Inspector Scott Small said. “Three of the other passengers were struck by gunfire. Preliminary information is that the occupants of this vehicle are all related in some way. We’re not certain how.”

PHILADELPHIA (CBS) — Eight people were shot in two separate shootings in Philadelphia overnight Thursday. One happened at the Spring Garden Apartments at 7th and Wallace Streets, and another on Creighton Street in West Philadelphia.
Most of the victims are under the age of 18.
Mayor Jim Kenney says he is not only heartbroken but angry over the gun violence. Eight more victims were shot overnight, including four teens and a 2-year-old boy. So far this year, 115 shooting victims in the city have been children, according to the office of the controller.
“I cried when I heard about who got shot,” Turon White Poole said.
Windows are splintered with bullet holes after more than 20 shots were fired outside the Philadelphia Housing Authority’s Spring Garden Apartments at 7th and Wallace Streets.

2-Year-Old Boy, 4 Teenagers Among 8 People Injured In 2 Separate Shootings In Philadelphia: Police
Police are investigating a shooting that injured four teens in Northern Liberties.

Police say four teens were shot in this courtyard just before 2 in the morning, and a revolver was found on the ground.
“I live here and hang with them every day. I’ve been trying to tell them stay out of the way, stay out of trouble,” Poole said.
Poole says he was sleeping at the time but his 15-year-old friends were both hit. One was shot in the face, the other boy was shot in the leg.
Police say a 16-year-old girl was also shot in the face and leg, and a bullet grazed a 14-year-old girl’s head. All four victims are expected to be OK.
“This is not a game. Y’all killing each other for nothing,” Poole said.
A few hours earlier, around 10:30 Monday night, another shooting happened in West Philly.
A 26-year-old man was shot in the leg near Creighton Street.
At least 10 shots were fired into an SUV that was found about a block away near Wyalusing Avenue.


Police say a 2-year-old boy in the back seat was bleeding from his left leg and had blood on his face, but it’s unclear if the injury is a graze wound or due to broken glass. His 6-year-old brother was not hit.

“In this KIA, in addition to the three victims, there was a 6-year-old boy also in the backseat who was not struck by gunfire, he’s very lucky since the vehicle was hit 10 times by gunfire,” Chief Inspector Scott Small said.

But the children’s 26-year-old mother was shot in the head while sitting in the passenger seat.

The 37-year-old driver was shot in the back.

According to their preliminary investigation, police say the KIA was stopped on Wyalusing Avenue and the women inside the vehicle were talking to the 26-year-old man when they heard gunshots. Once the 37-year-old driver reached 51st Street, police said she noticed the 26-year-old passenger was slumped over.

The 37-year-old woman also didn’t realize she was shot in the back until she felt it get hot, according to police.

Authorities say the 26-year-old man ran toward Creighton Street to take cover once they heard gunshots.

“Survivors like myself are retraumatized every time we hear something like this because we’re desperate. We really want change, we want something to happen,” Aledia Garcia said.

Garcia’s son was murdered in 2015. She started the National Homicide Justice Alliance, empowering victims’ families.

She’s horrified after learning a young mother and children are among the victims.

“We have to control the illegal guns that are coming into our city. They come in by the thousands,” Garcia said.

Mayor Kenney was not available Thursday but said the violence is especially disheartening when so many children are impacted. He says, “this is another horrific example of the tragic impact of the prevalence of guns in our city; there are too many guns on our streets, with devastating consequences.”

Police are investigating the motives behind both shootings. No arrests have been made.
 



Philadelphia Police Investigating Multiple Overnight Shootings Across The City​

PHILADELPHIA (CBS) — Philadelphia police are investigating multiple overnight shootings across the city. A 54 year-old woman was shot and killed in West Philadelphia on Thursday night.
Police identified the woman as Mary Fisher of Philadelphia.
The shooting happened just after 11 p.m. at 46th Street and Fairmount Avenue.
Our cameras also spotted the window of a car shot out.
Police tell CBS3 the shooting happened after a large gathering, and an apparent fight inside a nearby house.
In addition to surveillance video, police say they recovered three cell phones from the scene.
They hope one of them will lead to the shooter.

Apparent Fight Leads To Fatal Shooting In West Philadelphia: Police
Police say a 54-year-old woman was shot and killed after an apparent fight in West Philly.

Police say a 21-year-old man died at Temple University Hospital after being found shot in Kensington. Police are still trying to piece together exactly where the shooting happened.
Police say they found the man on East Indiana Avenue and Rorer Street around 2:30 a.m. on Friday.
Initially, police responded to a call for an accident with injuries. Police say they found the 21-year-old bleeding from his chest inside a Jeep. But once they got to Temple Hospital, they realized he had been shot, authorities say.
Police say they found no ballistic evidence for blocks, but there’s a clear bullet hole inside the vehicle.
Also in Kensington, police say a woman in her 20s was shot in her abdomen. The incident occurred around 2 a.m. on North Front Street and West Montgomery Avenue.
Police say they arrived on the scene and found a Chrysler 200 involved in a crash and the woman slumped over in the seat. She was unresponsive once she arrived at Temple Hospital and placed in very critical condition.
Witnesses and a passenger inside the vehicle told police the woman was driving the Chrysler north on Front Street when shots were fired. Police say the vehicle had two bullet holes and they found four spent shell casings on the 1700 block of Front Street.

After the shooting, the driver lost control of the vehicle and struck a parked unattended car. Police say the woman in the passenger side of the car was able to get out of the vehicle by climbing over the victim’s body and out the driver’s side door.
A 37-year-old man and 50-year-old woman were injured during a shooting in the city’s Frankford section, according to police. The shooting happened on Frankford Avenue near Margaret Street around 5:30 a.m.
Authorities say the man was shot in the back and the woman was hit in the left knee.
Police say the man was placed in critical condition, while the woman is in stable condition.
 




5 people shot near West Philadelphia recreation center, police say​

PHILADELPHIA (CBS) -- More frustration and anger from police and city leaders after nearly 100 shots were fired near a recreation center in West Philadelphia. Five people were shot near Shepard Recreation Center on Tuesday night just before 7 p.m.

Police say two men in a white SUV fired more than 90 shots outside the recreation center on 57th Street and Westminster Avenue, striking five victims.



Police say two people -- a 16-year-old boy and a 21-year-old man -- were shot in the head and are currently in extremely critical condition.

The other three males -- a 17-year-old, a 25-year-old and a 22-year-old -- were shot and are in stable condition.

Police say the alleged shooters' SUV crashed at Haverford Avenue and Farson Street, where the men ran off. Three were arrested. Multiple weapons were recovered.


Two of the shooting victims had gun permits.

"We have to stand up to be able to get these degenerates off the streets and we gotta make sure when we have people in our communities firing as many shots as they fired here, with multiple guns that they're held accountable and they're put in jail and they're kept in jail for a long time," Philadelphia Police Capt. John Walker said.

Commissioner Danielle Outlaw, who was not on the scene of the shooting, shared her thoughts on Twitter saying, "The proliferation of weapons in our communities is a major concern, but that doesn't absolve those who choose to pull the trigger."



She added that "neither our officers or our communities will be deterred by violent crimes."


Police say they have three people in custody and recovered several guns, but do not know the motive of the shooting at this time.

Police searching for 3 suspects in connection with mass shooting near West Philly rec center​

PHILADELPHIA (CBS) -- Police say they're searching for three suspects in connection with Tuesday night's mass shooting outside a West Philadelphia rec center that sent five people to the hospital. The shooting happened at the intersection of 57th Street and Westminster Avenue around 7 p.m.

Local leaders put on a united front on Wednesday to say enough is enough, including District Attorney Larry Krasner and Mayor Jim Kenney.

"This is about as serious as it gets when it comes to criminal activity," Krasner said.

As of now, police say they don't have a motive into what led up to that shooting. But now, local, state and federal authorities are working together to put a stop to Philly's surge in gun violence.

On Wednesday, Mayor Kenney announced for any shooting near a rec center, school or library, the city will offer a $10,000 reward for information leading to arrest.


Police say the alleged shooters pulled up outside the rec center and started firing.

After the shooting, police say the alleged shooters crashed a 2018 White Dodge Durango at Haverford Avenue and Farson Street. Three men were eventually apprehended, but another three escaped, Chief Inspector Frank Vanore said.

One of the suspects was caught in a house, another was found hiding under a car and the third was caught in a foot pursuit with officers, police said.

Those three men have yet to be identified, but Krasner said they're all 22 years old. The suspects are charged with attempted murder, but two of the victims are in such serious condition that Krasner said they could die.


If that happens, those charges could be upgraded.

Police say two people -- a 16-year-old boy and a 21-year-old man -- were shot in the head and are currently in extremely critical condition.



The other three males -- a 17-year-old, a 25-year-old, and a 22-year-old -- were shot and are in stable condition.

Nearly 100 rounds were fired during the shooting, police said.

Krasner said there were hundreds of kids playing basketball and football at the rec center at the time of the incident.

Vanore said two of the weapons fired during the shooting were assault rifles. He added that there were four guns found at the crime scene near the playground and five guns found inside the Durango.

Families who live along 57th Street feel like they're living in a war zone.


"Something has got to give, something has got to give," Carmela Truell, of West Philly, said. "Because Philadelphia, I mean, everywhere you go it's problem. But Philadelphia is really getting out of hand."

Fear is growing in West Philly. Truell and her 8-year-old son, Yasir, walk on the same stretch of 57th Street where less than 24 hours earlier 100 shots were fired.

"It's to the point where I just want to take my son and go," Truell said.

"It sounded like Beirut out here," Jamar Muhammad said. "And I never been to Beirut, but it sounded like that yesterday."

CBS3: So like a war zone?

Muhammad: "Yes, exactly like a war zone."

Muhammad was selling merchandise nearby when the shooting happened. Five victims just finished playing basketball at Shepard Recreation Center when they were shot in the drive-by shooting.


"We're not giving up," State Sen. Vincent Hughes, of Pennsylvania's 7th District, said. "We believe in our people. We're not giving up on our people."

City Councilman David Oh calls violence in Center City over Labor Day weekend a "bad look"​

PHILADELPHIA (CBS) -- Violence and chaos were rampant in Center City over Labor Day weekend. Unruly teenagers targeted convenience stores and shots were fired in busy shopping areas.

Center City was busy this weekend.

Made in America went off without a hitch, but trouble was concentrated in pockets of Center City.

Gun violence also happened all across the city, including a shooting in North Philadelphia that left two dead and four others shot.

Mayor Jim Kenney reacted to the shooting on Twitter on Monday.



Meanwhile, remainders of shattered glass are on the sidewalk after a weekend of chaos in Center City -- teens ransacking convenience stores and firing off guns in crowded areas.


On Saturday evening, a wave of young people moved from store to store -- the so-called flash mobs forced Wawa locations in Center City to close for the night.

"Who wants to come to Philadelphia? Who wants to be in Center City when they see this kind of thing on the news?" Councilman David Oh said.

Oh said the lack of action and accountability to deal with nuisance crimes is bad for those living in the city and for business.

"We are talking about kids between 11 and 15, from what I understand, shooting at each other, and then after that, you have, like, ATVs and quads and dirt bikes racing down the streets," Oh said.


"It's a real bad look and it's real bad for safety," he added. "And I guarantee you there are people making decisions right now not to come to Philadelphia."

On Sunday night, police say several shots were fired in the area of 9th and 10th and Market Streets. Of the five teens arrested, two were armed, including one with an extended magazine.

"Considering the times that we're in, and the lawlessness going on, the police are just out-manned and there's only so many things that they can keep up with," Oliver James said.

Police Commissioner Danielle Outlaw has only tweeted about this in the last 24 hours, condemning the violence and promising action.

Five young people were arrested.

Nature of charges and other details were not released.
 

Local activist wants Philadelphia to bring in National Guard to help with gun violence crisis​

PHILADELPHIA (CBS) -- It's a violent end to a violent summer in Philadelphia. Since Friday, at least 29 people have been shot. Ten people died from their injuries.

Jamal Johnson left Philadelphia on Aug. 17, walking 140 miles by day and staying in hotels at night. The Marine veteran told CBS3 his mission is to get boots on the ground to help stabilize the hardest hit neighborhoods by calling in the National Guard.

"I think it's appalling," Johnson said.

For the sixth year in a row, Johnson, the Stop Killing Us gun violence activist, marched from Philadelphia to the Congressional Black Caucus in Washington D.C. and made a plea for help.

"We can't just sit back and be apathetic and think that we are going to solve this problem," Johnson said.


Since Friday, at least 29 people have been shot, with 10 dying from their injuries, including a sextuple shooting near 7th and Russell Streets in North Philadelphia that killed two people and injured four others. Two of the victims remain in critical condition.

"We can't continue to try to fix things while we're bleeding out," Johnson said.

In the hours after that shooting, Philadelphia police say they will have a police presence on the corner of 7th and Russell Streets 24/7 for the foreseeable future, something Johnson said is needed more.

Given police staffing shortages, he said the National Guard is our only immediate option.


"Why is 7th and Russell any different than the rest of Philadelphia? Every time something happens, what do we do? We put a police presence there don't we? Then OK, we need a presence in our communities throughout Philadelphia and the only force that can do that is the police force or an outside force and we don't have enough policemen to do that for the whole area, so it's time to bring in an outside force," Johnson said.

While Johnson acknowledges this is only a short-term solution, he also believes it's necessary.

"Unless our community is doing it, someone else has to do it, so if you're against the guard doing it, then come on out and start doing it. Because someone has got to start paying attention to our communities on the ground," Johnson said.

CBS3 reached out to Mayor Jim Kenney's office for a comment about why or why not he has considered the National Guard given the current homicide numbers.

The Mayor has yet to respond.

In the past, Mayor Kenney has said the guard is not trained to fight city crime.


 

Man killed at SEPTA station among at least 14 shot in Philadelphia since Friday night: police​

PHILADELPHIA (CBS) -- It's been a violent start to the weekend in Philadelphia. A man is dead after a fight on a SEPTA platform ended in gunfire.

Three people were shot in North Philadelphia. And there were several other shootings in the city overnight.

Since 10:00 p.m. Friday, police tell CBS3 there have been at least 14 shooting victims in Philadelphia.

On Saturday, the city marked its 380th homicide – on pace to surpass last year, which was the deadliest on record and people say they're sick and tired of it.

"It's exhausting," Joseph Dupree said. "I just want to be able to walk around and not fear for my life."


Frustration is mounting across Philadelphia as police responded to one shooting after the next this weekend.

"Moving down here there's definitely a lot of danger and violence and I'm just like always on my toes, I guess, even just walking around, especially at night," Dupree said.

CBS3 met with Dupree outside the SEPTA Trolley Station in Center City at 19th and Market Streets as police walked down the stairs after a 64-year-old man was shot four times on the platform Saturday afternoon.

Police say the man was shot in the head, shoulder, right hand and back. The man was transported to Jefferson Hospital and pronounced dead at 2:50 p.m., according to police.



Police say there is surveillance video showing the 64-year-old man getting into an argument with the offender. The 64-year-old man punched the alleged shooter, who then responded with gunfire.


It's unclear why the argument started at this time.

Rebecca Perschon and her boyfriend, Kyle Kuchera, live in Center City.

"We need to support our police, get more officers on the street, especially in Center City, West Philly, and every part of the city," Perschon said.

It has been a violent 24 hours.

On East Tioga Street in Kensington, evidence markers filled the street and car windows were peppered with bullets after two men were shot Saturday afternoon.

Police Commissioner Danielle Outlaw was on the scene in East Germantown after officers shot an armed suspect following a domestic disturbance.

Perschon and Kuchera say they worry because innocent people are getting shot.


"These poor people getting caught in the crossfire where they're not even involved in the altercation," Kuchera said. "They're getting shot by a stray bullet."

CBS3 spoke with an anti-violence advocate Saturday night. He said Philadelphia now needs to stand together.

He added, "It's not the politicians, police officers, it's us as a community that needs to stand up against gun violence."
 




Philadelphia police stepping up patrols in city after several violent weekends​

PHILADELPHIA (CBS) -- The Philadelphia Police Department is stepping up patrols. It's in response to a string of violent weekends in the city.

The department has been struggling to maintain order through violent weekends all summer long. Chiefs have been telling upper leadership at the police department that this is something that they believe may work to help shifts overlap for this weekend.

Friday, Saturday and Sunday, Philadelphia police patrols will move to 12-hour shifts. It's an increase of four hours per officer.

The department has been challenged to manage weekend violence.

"We need them 12 hours," Dorothy Stovall said. "I wish we could have them longer than that because the gun violence is really out of hand now.


A department spokesperson said the idea is to allow for more officers to respond to incidents.

The FOP notes that officers' days off won't be affected and it's something that won't happen every weekend.



Booker's Restaurant at 50th Street and Baltimore Avenue has been burglarized twice in the last several months.

Managers say they've noticed fewer police patrols and are even offering their own rewards for solving the crimes.


Meanwhile, the department has a thinning force with several hundred vacancies.

"I feel like in the last year, we've seen decreased police presence," Booker's Restaurant manager Jeremy Page said, "and that has definitely elevates in people's minds that this is the time to come out and do crime."

At 52nd and Market Streets, Jabari Jones heads up the West Philadelphia Corridor Collaborative.

"People need to see a presence. Presence of police definitely helps to deter crime," Jones said.

Jones says between the dramatic increase in retail thefts, coupled with shootings, he's optimistic any increase in the available number of police units can make a dent, especially with gun violence.

"It happens on areas near schools and rec centers, on commercial corridors and residential neighborhoods," Jones said. "It's gotten to the point, literally a shooting can happen literally anywhere."

So, are we safe here?


"Honestly, the reality is there is no safety here in West Philly," Jones said.
 

As Philadelphia's homicide numbers rise, roughly 50% of cases don't get solved​

PHILADELPHIA (CBS) -- At least 393 people have been killed in the city of Philadelphia in 2022. For many families left to deal with the grief, they must also live with the reality that their loved one's killer remains on the run.

For every person killed in Philly, there's about a 50/50 chance their case will be solved.

"Unfortunately he is not with us to share his 31st birthday," Temeka Murray said.

Dominique Johnson Murray would have celebrated his 31st birthday Sunday. Instead, his mother Temeka Murray marked the day with a balloon release to honor her son's life cut short in an instant.

"They snuck up behind him when he was going up his apartment steps and shot at him 17 times," Temeka Murray said.

Philadelphia police say Dominique Johnson Murray was shot and killed around 10:30 p.m. on March 31 outside an apartment complex on the 8400 block of Forrest Avenue in Cedarbrook. More than six months later, officials still do not know who pulled the trigger.


"The main reason is why? Why did you kill him? Why?" Temeka Murray said.

Dominique Johnson Murray's death is one of hundreds that remain unsolved in Philadelphia. He left behind three boys under the age of four.

"He was the father of all fathers, I mean, taking children to school, getting them dressed and ready, and, you know, he was just an all around good guy," Temeka Murray said.

For now, Temeka Murray said she's focused on her grandsons, who still often ask when their dad will be coming home.

"We need closure," Temeka Murray said. "His children need closure. His children are going to need closure as they grow up."


"If you know something, say something," she added.

Homicide detectives continue to investigate Dominique Johnson Murray's murder.

There is a $20,000 reward for any information that helps officials make an arrest in this case.
 

Quadruple shooting in Frankford leaves 1 person in critical condition: Philadelphia police​

PHILADELPHIA (CBS) -- A quadruple shooting in Frankford on Saturday morning leaves four people injured, Philadelphia police say. The shooting happened on the 5000 block of Frankford Avenue around 2:40 a.m.

Police say a 50-year-old man was shot in the chest. He was transferred to Jefferson Torresdale Hospital where he is listed in stable condition.

A 20-year-old man suffered a gunshot wound to the face, authorities say. He was transferred to Jefferson University Hospital where he is listed in critical condition.

The other two victims, a 38- and 36-year-old man, were shot once but are in stable condition.

No arrests were made and no weapons were recovered at this point.
