Study: Minorities lag in education, income

Even as minority population growth outpaces that of whites in North Carolina, blacks, Hispanics, Asians and Native Americans continue to lag in education, housing, health care -- even Internet access, according to a new study.

The report, released today by the N.C. Center for Public Policy Research Inc., offers specific recommendations to address the discrepancies, including expanded need-based college tuition, interpreter services at local health departments and a governor's summit on minority needs.

in North Carolina face stark disparities in health care they receive, their educational opportunities, and even the likelihood that they will be arrested or executed for a crime," said Mike McLaughlin
, author of the study.


The state's population is 72.1
percent white, 21.6 percent black, 4.7 percent Hispanic, 1.4 percent Asian, and 1.2 percent Native American.


In education, nearly nine out of 10 white students scored above grade level in reading and math for grades three through eight.

That compared to 87 percent of Asians, 72 percent of Native Americans, 70 percent of Hispanic students, and 67 percent of blacks.

Meanwhile, per capita income for whites in North Carolina averages $23,237. Asians earn $19,815, and African-Americans earn an average of $13,548. Native Americans earn an average of $13,441; Hispanics, $11,097.

Internet access hovers at about 60 percent for whites and Asians, dropping to 40 percent
for blacks and 32 percent for Hispanics.

In 2002, minorities in North Carolina made up 67 percent of the state's prison population while only making up 29 percen
t of the overall state population.
