A Milwaukee teenager will stand trial in the rape and killing of a woman in Washington Park.

That decision came after a preliminary hearing for 17-year old Kamare Lewis.

He and 15-year-old Kevin Spencer are charged in the September attack on 36-year-old Ee Lee.


According to the criminal complaint, Lee was in the park on a blanket when she was approached by a group of at least five young men and boys.

Investigators said at least two of the boys severely beat and sexually assaulted her, leaving her to die by the pond.

Lewis and Spencer are charged with first-degree intentional homicide and first-degree sexual assault.

Both teenagers are scheduled to be back in court next month.

MILWAUKEE - Nearly four months after Ee Lee was brutally beaten in Washington Park, a search warrant details the attack. The warrant does not answer the question of why but does explain how.

Investigators say Lee was beaten by a group near a tree and then ran towards a pond, where the assault continued.

Convenience store surveillance captured Lee Sept. 16, not long before she was attacked and left for dead inside Washington Park.

The warrant states a group of "younger males" possibly attacked and assaulted Lee near a tree in the park. Lee was able to break away from the group and ran toward the pond. Investigators say several people followed her to the pond where she was dragged and later found beaten, unclothed and unconscious. A hospital examination revealed evidence of sexual assault, the warrant states.

Shortly after the attack, surveillance showed 11 people leaving the park on foot and on unique bicycles.

"It hurts so bad, you know?" said Nancy Lee. "It really hurts me."

There were two teens who called police to report a body found. Investigators say they were also seen on surveillance shortly after Lee’s assault. When investigators went to one teen's home, his mother told him to go inside and to "delete everything off of his phone."

Authorities are looking through that phone record to possibly help crack the case.

Lee died at the hospital a few days after the attack. Her sister is still scared for her safety.

If convicted, they face up to 60 years in prison.

A Milwaukee man convicted in the rape and killing of a woman in Washington Park was sentenced Thursday, Aug. 3, to 32 years in prison.

A Milwaukee man convicted in the rape and killing of a woman in Washington Park was sentenced Thursday, Aug. 3, to 32 years in prison.

Kevin Spencer, 18, pleaded guilty in March to first-degree reckless homicide and second-degree sexual assault. He was also sentenced to 20 years of extended supervision.

Spencer's co-defendant, 19-year-old Kamare Lewis, was sentenced to 26 years in prison in June – convicted of the same two felonies.

"These young men turning this victim's brain into mush – it's not an exaggeration," said Glenn Yamahiro.

Bystanders found the victim, Ee Lee, in Washington Park. She was still breathing but unconscious and undressed below the waist. A hospital examination confirmed the sexual assault. She died due to blunt force trauma to her head.

"She was tortured by the most horrible people on this Earth. She died in a way no one would want to die," said Nancy Lee, the victim's sister.


A criminal complaint said the video showed five to six people potentially involved in the crime running from the area. It appeared Lee had been taken from a blanket to a tree, where the sexual assault occurred. She was then dragged to the edge of the pond and left for dead. Based on the video, investigators learned it was "probably teenage boys or young men associated with each other" who were involved.

A video from the Washington Park Library showed 11 people leaving the park. One was Lewis, prosecutors said.

One of the bystanders who called 911 after finding Lee's body was determined to have actually been in the park during the assault, the complaint said, walking with several subjects, including Lewis and another person. When confronted with that information, prosecutors said the witness gave a "detailed statement" to indicate Lewis and the other person, identified as Spencer, beat Lee and forced her to perform sex acts. The witness said video was later viewed on Lewis's phone showing Lewis and Spencer hitting her as she lay on the ground.

The second person who found the body said he witnessed Lewis "hitting (Lee) with tree branches and punching her in the face" while Spencer also beat the victim. After the beating, he said, "Spencer told Kamare to put her in the water, and Kamare was dragging her to the water."

The prosecuting attorney described the details of the victim's injuries, saying they are some of the most significant injuries the nurses had seen in their careers.

"He was perfectly fine raping a woman who was beaten to a pulp," said Sara Hill, the prosecutor.

"He's always been nice, always been appropriate with us," said Joel Morgen, a defense attorney.

Spencer did not speak in court, nor did any family members.

MILWAUKEE COUNTY, Wis. (CBS 58) -- Two teens, ages 15 and 17, have been formally charged with homicide and sexual assault in connection to the killing of 36-year-old Ee Lee in Washington Park on Sept. 16, 2020.


Kamare Lewis, 17, and Kevin Spencer, 15, each face one count of first degree homicide, as party to a crime, and one count of first degree sexual assault (causing great bodily harm), as party to a crime.

Both teens made their initial appearance in court Wednesday, Feb. 10. Their preliminary hearings are both scheduled for Feb. 19.

Investigators say on Sept. 16, Lewis and Spencer -- along with other teens -- were present in Washington Park. Officials say Lewis and Spencer confronted Lee, who was minding her own business laying out on a blanket in the park, and started to harass her and demand money. Investigators say the harassment quickly escalated to physical violence and sexual assault.

According to a criminal complaint, Lee was beaten, assaulted, and then dragged to the pond in Washington Park and left to die. She was found half-clothed and unconscious and taken to Froedtert Hospital. She died three days later.

An autopsy determined her cause of death was blunt force trauma to the head and the manner was determined to be homicide.

The criminal complaint says surveillance video, witness accounts, DNA, and scene evidence helped investigators connect Lewis and Spencer to the crime.

Investigators interviewed Lewis, who -- according to the criminal complaint -- stated in two different interviews he never called for help after the beating and assault because he thought Lee was dead or soon to be dead and it "wouldn’t have made a difference and that he didn’t really care about her because she is not someone he knows personally."

“We’re definitely happy to hear a new development in the case,” Jay Smith, the great uncle to Ee’s daughter, told CBS 58 in a phone interview. “We pray this can bring some solace to Ee’s family.”

“We’re all completely heartbroken and devastated,” Tammie Xiong, executive director of the Hmong American Women’s Association, said in an interview. “We’re just completely devastated that this kind of violence occurred at the hands of young people, we really feel that these are just kids that have caused this kind of harm.”

Milwaukee County Sheriff Earnell Lucas released a statement following the arrests and charges saying in part:

“Our investigation remains open and active as we attempt to identify others who may potentially have information or were possibly involved in the death of Ms. Lee. Anyone with information regarding this investigation is asked to call the Sheriff’s Office at (414) 278-4788.”
