Police: Girl Arrested After Threatening Teacher With Scissors
Girl Allegedly Tried To Cut Teacher's Hair

PHILADELPHIA -- An 11-year-old girl was arrested and charged with aggravated assault after she held scissors in her teacher's face and apparently tried to cut the teacher's hair, according to police and school officials.

The fourth-grader was handcuffed and taken to the police station after the incident, which happened in a science class at Elkin Elementary School around 1 p.m. Thursday.

"Apparently, as the teacher was teaching the class, it is believed that this young girl snuck up behind her," said Vincent Thompson, a school district spokesman.


The teacher then turned around and saw the girl with the scissors. "The student ha
d the pair of scissors in her hand, and they were close to the teacher's face," Thompson said. "The teacher believed that the student was a threat to her at that point."

The teacher called the school police officer; when he arrived, the girl put down the scissors -- which were small with rounded edges -- and left with the officer, Thompson said.

School officials said the child would be punished and sent to a disciplinary school.

Philadelphia police Inspector William Colarulo said the department's new policies on handcuffing children were followed correctly.

Officials used to handcuff all prisoners, regardless of age; now, in cases involving nonviolent children ages 11 or younger, an officer is to call a supervisor to determine if a child should be handcuffed.

But Colarulo said a supervisor did not have to be called in this case because the child was allegedl
y threatening.

In December, a 10-year-old student was handcuffed and taken to a police station after a pair of scissors was found in
her book bag. Police said she was not trying to use them as a weapon.
