HENRICO COUNTY, Va. -- The girl shot in a West End neighborhood near a high school has died of her injuries, police said late Friday.

Henrico Police responded to a report of shooting in the 1900 block of Windingridge Drive, which parallels Pump Road, in the Gayton Forest West subdivision around 4:30 p.m.

"A teenage female was shot outside of a residence," Henrico Police spokesperson Lt. Matt Pecka said. "The female victim was treated and transported to an area hospital."

Police said officers are investigating the incident as a homicide after the girl succumbed to her injuries.

Suspect considered armed

Police described the suspect as a younger black male, 5 feet 8 inches tall and weighing 125 pounds. He had shaggy hair with shaved sides.

Pecka said he was last seen wearing a two-toned hooded sweatshirt and a mask.

The suspect, who is considered armed, was "heading on foot," according to police.

Witness heard at least 5 shots

A witness told Crime Insider Jon Burkett two girls who were walking down a path behind Mills Godwin High School were followed closely by a guy wearing a hoodie.

"When they rounded the curve here behind me, that witness says he heard at least five shots and then they saw the guy walk off,"

Burkett said. "They thought it was strange, so they went over to investigate."

That is where the witness saw the girl lying in the driveway in front of an SUV, Burkett said.

"[The witness] ran up to help and give CPR and they did that until paramedics arrived here on scene," Burkett said.

In a home just yards from the crime scene, a neighbor also told CBS 6 she heard about five to eight shots.

Henrico County police on Saturday arrested a boy and charged him with second-degree murder in Friday afternoon’s shooting of a girl in a neighborhood near Godwin High School.

The victim was Lucia Bremer
, an eighth-grader at Quioccasin Middle School. The school principal said Bremer “radiated happiness” and “was wise beyond her years.”

The suspect’s identity is being withheld because of his age.

“Henrico Police has the person in custody responsible for yesterday’s homicide,” the police department said in a news release about 3:15 p.m. Saturday. “During the early afternoon hours, Henrico detectives took a juvenile male into custody after obtaining petitions for second-degree murder, possession of a firearm by juvenile, and use of a firearm in the commission of a felony.”

"Detectives worked tirelessly throughout the night to follow up on leads provided by our community partners," Henrico police said while announcing the arrest Saturday.
Bremer’s family confirmed her death in a statement posted to Facebook on Saturday, writing they were "saddened to report that our beloved daughter and joyful farmer, Lucia Whalen Bremer, was killed in a senseless act of gun violence on March 26," the Times-Dispatch reported. "Thank you for keeping our family in your thoughts as we navigate the next few weeks."

Melanie Phipps, principal of Bremer’s Quioccasin Middle School in Richmond, described Lucia as "funny" and 'wise," adding that she was "heartbroken and devastated" over her killing.
She said students and staff were planning a virtual gathering for Sunday to grieve Bremer's loss and the school plans to have an increased police presence Monday so everyone feels safe on a "most difficult day," according to the Citizen.
David Whitehouse, Bremer’s English teacher said, "In a year of difficult days and weeks, this will be the most difficult of my entire career."

Police have called the shooting victim a teenager but have not disclosed her name or age – despite the girl being identified on social media by her family – because she was a minor.

A high school in Henrico County, Virginia, was temporarily on lockdown Friday after a young girl was shot multiple times a short distance away, according to reports.
The victim, who was not identified, died at a hospital after being transported from the scene. Authorities were conducting a manhunt for a suspect, the Richmond Times-Dispatch reported.

The suspect was described by Henrico police as a Black male, 5-foot-8, 125 pounds, wearing a hooded sweatshirt with camouflage on the bottom, the newspaper reported. He was last seen fleeing on foot, the report said.
A spring football game scheduled for the high school on Friday night was called off, the report said.
The shooting occurred in a neighborhood of quiet streets and large homes, surrounded by trees, where children are often seen playing, the president of the local neighborhood association told the Times-Dispatch.
"The whole neighborhood is going to be traumatized by this," Megan Cinder said. She told the newspaper that she heard five to eight gunshots while she was inside her garage around 4:30 p.m.
Police confirmed the girl died in a news release issued around 9:30 p.m., WRIC-TV of Richmond reported.
A witness whose name was withheld told WRIC he saw two girls being followed by a man, a distance away. After he heard shots, he found one girl with gunshot wounds and tried to administer CPR before emergency responders arrived.

    In exchange for his guilty pleas, prosecutors plan to withdraw charges of communicating a threat to a school, possession of a firearm by a juvenile under 18 and brandishing a firearm at Williams’ sentencing hearing later this year.

    Henrico Circuit Judge Richard S. Wallerstein Jr. convicted Williams after accepting his pleas and set sentencing for April 14. The boy’s plea agreement caps at 60 years the active prison term to which he can be sentenced.
    From the beginning, the case drew significant public interest due to the ages of Williams and Bremer, and the puzzling nature of the crime. Authorities have said it’s unclear why Williams targeted the girls, with whom he attended school but apparently didn’t know.

    Prosecutors said they believed Williams, who has been diagnosed with extensive trauma and mental health issues that went unaddressed for years, intended to kill someone that day. Two weeks before the shooting, he commented on a video posted on YouTube that depicted a graphic school shooting, saying: “This is going to be me when everyone comes back to school.

    The FBI provided information about the post to Henrico police two days after the fatal shooting.
    ‘Pulled a gun out of his pocket’
    Henrico Deputy Commonwealth’s Attorney Toni Randall spent the better part of a hour Monday introducing evidence in the case, including the statement of Bremer’s friend, who was the primary witness to the events immediately before the shooting. The shooting occurred in the garage of the girl’s home in the 1900 block of Hickoryridge Road in the Gayton West community.

    Because the girl is a juvenile, the Richmond Times-Dispatch is identifying her only by her initials, H.T.
    H.T. told police that she and Bremer were walking home after playing soccer on the fields near Godwin High School. As she walked into the garage with Bremer, a “stranger cut into our yard and came into the garage and pulled a gun out of his pocket.”
    H.T. said the stranger pointed the gun at her forehead and she used her right hand to pull it down before running into the kitchen from the garage. Bremer didn’t have time to get out as H.T. yelled, “Gun!” prompting her grandfather to shut the door to the garage. Moments later, H.T. said she heard gunshots and Bremer yell, “Get back.”

    H.T. told police in her statement that when she was playing soccer earlier, the same teen boy was walking by himself at the soccer fields. She provided a detailed description of the suspect, who she said was wearing a black-and-gray zip-up hoodie with black pants. Detectives later found a hoodie matching the description given, and seen in footage they recovered from homes near the shooting, in Williams’ room.

    H.T.’s grandfather, Bob Tyson, corroborated his granddaughter’s statement, saying he was working in the dining room when he heard the door from the garage to the kitchen slam and heard H.T. yelling, “Gun! Gun!” Tyson said he immediately knew something was wrong and locked the door and put a chair under the door handle. He then heard multiple shots in quick succession, according to his statement entered into evidence.

    After ordering H.T. upstairs, Tyson walked out the front door and saw a neighbor, who advised the shooter had run down Windingridge Drive. Tyson then saw a girl — he didn’t immediately know who it was — lying on her side with her head facing the back of the garage.

    Another witness, Anne Coward, corroborated H.T.’s description of the suspect and timeline. Coward’s daughter had been playing soccer with Bremer and H.T. at the Godwin High athletic fields.

    At 4:30 p.m., Henrico 911 received multiple calls for a shooting in the 1900 block of Hickoryridge, and witnesses were performing lifesaving medical care on Bremer when the officers arrived. A rescue squad transported the girl to Henrico Doctors’ Hospital-Forest, where she was pronounced dead at 4:56 p.m.

    In another witness statement introduced into evidence, Matt Smyers, who lives a few houses from Tyson’s home, told police he was putting something in his car when he heard a girl scream, and when he looked down the street he saw the suspect next to the victim in the driveway near the garage door. The girl yelled, “Oh my God, what are you doing?” before the suspect opened fire, shooting at least five rounds.
    After the shooting, Smyers saw the suspect walk down the street toward Falconridge Road. Police later determined that Williams lived in the 10400 block of Falconridge Road.


    A neighbor who lives in the 1900 block of Hickoryridge told police that she saw a boy 13-14 years old run into the woods behind her house with a blue scooter before running into a basement apartment at the Falconridge address.

    Detectives responded to the home and spoke with the owner, who advised that he rented the basement to Richard Pierce and his two adopted children, which included Williams. Pierce then talked with police and advised he owned a 9 mm pistol and showed officers where he kept it, along with ammunition.
    Pierce also allowed detectives to speak with Williams, who denied handling the 9 mm pistol that day. In addition to the gun, detectives recovered several black-and-gray sweatshirts from Williams’ room.
    The gun and cartridge casings police recovered from Pierce’s basement apartment matched the spent cartridge casings recovered from the shooting scene. The gun was test-fired by an agent with the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives, and the cartridge casings from the homicide were deemed a “presumptive match” to the 9 mm pistol recovered from Williams’ home.

    DNA found on trigger

    Based on the match, Williams was taken into custody on March 27, 2021. His DNA, along with Pierce’s, was found on the gun’s trigger, grip, slide and cable lock.
    In the months after his arrest, three different psychologists diagnosed Williams with a handful of various mental disorders, but none of them was consistent.
    During a December 2021 court hearing, Michele Killough Nelson, a psychologist who specializes in forensic evaluation of juveniles for court, said, “There is something just off with Dylan. There is something funky going on, but none of us know what it is.”

    . But she added that treatment would be difficult without a clear diagnosis.
    Williams’ father was murdered when the boy was 2, and he watched his mother die from an asthma attack at age 12. He never received grief counseling. His custody was unclear in the intervening years, and he was likely exposed to domestic and sexual abuses, according to testimony at the December 2021 hearing.

HENRICO COUNTY, VA – A 14 year-old black suspect has been charged with murder after he allegedly gunned down a white 13 year-old Richmond, VA girl in broad daylight, with police denying public accusations that the incident was race-related.

On March 26 at 4:30 p.m., police responding to a 911 call regarding a shooting at the 1900 block of Hickoryridge Road discovered Lucia Whalen Bremer lying outside of a home suffering from multiple gunshot wounds; the Quioccasin Middle School eighth grader was rushed to a local area hospital where she was later pronounced deceased by physicians, officials say.

According to NBC12 and WWBT, the Bremer family released the following statement:

“Our family is grieving today, as we will for the rest of our lives. Lucia was not only a member of our close-knit family, but she was also a dedicated athlete, bright mind, and kind soul. She was well known in our community and a vital piece of the workings of our family farm. What happened to her was an act of evil. It was senseless, and we were robbed of something that we can never get back. Together, we will grieve and then do the only thing we can do – move forward, living in light the way Lucia lived and loving the way Lucia loved. This will be our only comment at this time.”

Lucia Bremer was a highly-regarded member of the community she lived in and was a phenomenal student, athlete, and person, according to Quioccasin Middle School Principal Melanie Phipps.

“She was a straight student, a phenomenal athlete,” Phipps said. “There wasn’t a day that went by that she didn’t smile at someone, laugh, try to lift up our spirits. She was hilarious. She was wise beyond her years and she was a phenomenal public speaker.”

A 14 year-old boy – whose name has not been released by authorities since he is a juvenile – ran from the scene but was later arrested on Saturday, reports say. He was arraigned on Monday in Henrico County court on charges of murder in connection with the shooting, and has remained at the county’s Juvenile Detention since, according to police.

As a search for the suspect began, Police described him as a younger black male who is 5’8″ and 125lbs.

“Officers are searching for an armed suspect described as a younger Black male who is 5-feet, 8-inches tall and 125 pounds. He was last seen wearing a two-toned sweatshirt with a camouflaged bottom half and a face mask. The suspect’s hair is described as shaggy with shaved sides.”

The respective races of the suspect and victim have led to members of the community to question if the murder was race or gang-related, while others have decried the overall lack of attention that the incident has generated in the media, arguing that if the suspect had been white and the victim black things would be different.



To dispel any such rumors, which have been appearing on social media, Herico Police officials released a statement on Twitter saying that the murder was not being investigated as a hate crime or as gang-related.

“It is early in the investigation, however, there is no evidence indicating this crime was racially motivated.” officials with the department posted Wednesday afternoon on Twitter. “There is also no evidence to suggest the suspect, victim, or witnesses were involved in gang activity.”

According to 8News, there is a witness in this case, another girl who was walking home with Lucia before they were both approached by the suspect leading a source to reveal to 8News that the girls did not know the suspect.

The parents of Lucia Bremer have established a memorial scholarship fund in her memory.


It has not yet been determined if prosecutors will charge the suspect as an adult, but they do have the authority to do so according to the Commonwealth Attorney Shannon Taylor’s office.

While witness accounts may emerge, we will limit releasing/confirming additional details publicly to preserve the integrity of the investigation and court proceedings. The determination of the suspect being tried as a juvenile or adult is made by Henrico Commonwealth’s Attorney.

Teen pleads guilty to killing Lucia Bremer​

HENRICO, Va. (WWBT) - Dylan Williams, the teen charged with killing 13-year-old Lucia Bremer, pleaded guilty on Monday.
The shooting happened in March 2021 in the Gayton Forest West subdivision while Bremer and a friend were walking near Godwin High School.
A jury trial in the case was scheduled to start on Jan. 30 after several postponements last year.
Back in June, the prosecution and defense agreed to allow Williams to delay the trial so that Williams could undergo a neuropsychological evaluation.
On Monday, Williams entered guilty pleas for first-degree murder, attempted murder and use of a firearm in the commission of a felony. Three other charges were dismissed as part of a plea agreement, which can be read here.
Sentencing is scheduled for April. As part of the plea agreement, Williams will not be sentenced to more than 60 years in prison.

“We believed that the sixty-year cap was sufficient enough to be able to get the necessity of responsibility owed by the defendant, but also recognizing a number that was significant for loss of life,” Henrico Commonwealth’s Attorney Shannon Taylor said. “The reality is there’s never going to be enough time in the world to bring Lucia back to the family. There’s never going to be enough time in the world for her friend, who went through a very traumatizing experience, to put into a number form, but the families knew what we were dealing with, and they agreed with that number as well.”
Lucia’s parents, Meredith and Jonathan Bremer, issued a statement Monday afternoon following the guilty plea:
Our daughter Lucia was killed on March 26, 2021. Today, the person charged with murdering her and the attempted murder of her friend entered a guilty plea as the result of an agreement carefully curated by the Henrico County Commonwealth Attorney’s office.
The criminal and legal process started immediately after Lucia’s murder, when neighbors and bystanders who witnessed the event volunteered critical information to the Henrico County police department. This information, combined with tips from our neighbors and the strong investigative work of the homicide detectives, led to the identification and swift arrest of Lucia’s murderer. The progress toward justice continued with the careful collection of evidence and analysis by experts. The solid case was then brought to the Commonwealth Attorney’s office, who has since steadfastly worked to prosecute these crimes with their experience and with compassion toward our families. To all of these civil servants and to our community, we offer our wholehearted gratitude.
We want our community to know that today’s plea deal has our full endorsement. While this process has been arduous, taking twists and turns and with delays that likely could have been avoided, it is the outcome that matters. We had the satisfaction of watching Lucia’s murderer admit his guilt, and that is not something we were ever assured of before today.
And still, this process continues. We now turn our focus on the sentencing hearing, which will be the only time in the criminal proceeding during which we can convey all that was stolen from us: our beautiful daughter Lucia, her bright smile and funny spirit, her ability to make connections, and her future contributions to our community. It will also be an important time for the court to hear about the dangerous tendencies of her killer. We are hopeful that the court will carefully consider these factors and exact a thoughtful and lengthy sentence, a sentence that will confirm that Lucia’s murderer will not ever again be a danger to the public.

Both families are looking ahead to Williams’ sentencing hearing set for April 14.
“We will talk about not only the loss of Lucia’s life on her family in the community, which we saw, days after and really months after her passing and was just something that you’ve never seen of a very young life touching so many people, but we’re also going to talk about her friend and talk about how losing her best friend in such a violent manner, what that has done to her,” Taylor said.

The then-13-year-old recounts Lucia and herself being held at gunpoint by Dylan Williams in her garage. She writes about running away and hearing gunshots, but Lucia not having time to get away.
