PLAINVILLE — A local man who police said dragged his dog by the collar across a busy street and flipped him on his back faces a charge of cruelty to animals.

Lance Camby, 41, of 21 West Main St. also was charged with breach of peace and failure to get his Airedale terrier a rabies vaccination, Capt. Brian Mullins said.

He was released on a promise to appear in Superior Court in Bristol July 18.

According to Mullins, three witnesses watched as Camby dragged the 30 to 40-pound dog, named Jordache, by his collar across the busy West Main Street about 7:20 p.m. Tuesday.

"It appeared to the witnesses that he was choking the dog," Mullins said.

One witness said Camby flipped the dog on his back, pushing his face toward the sidewalk, he said. Another witness said he kicked him. The dog was "whimpering and yelping," :( Mullins said.

Camby said his actions were part of compliance training to keep Jordache out of the street.

"The witnesses felt otherwise," Mullins said. The witnesses, who were not from the same family, felt Camby was abusing the dog, he said.

Jordache's injuries were not severe, said Mullins and the town's animal control officer, Gabriele Paciotti. The dog was taken to a veterinarian to be checked and then was taken to the town's animal shelter.

"He looks okay," Paciotti said.

She denied Camby's request to have his dog back, :) she said.
