Angry protesters lit fires, looted stores and taunted cops in Minneapolis Thursday after officers shot and killed a man — who was a fugitive who whipped out a handgun when authorities closed in on him.

Members of a US Marshals task force were attempting to arrest the felon around 2 p.m. on a state warrant for being a criminal in possession of a firearm, authorities said.

“During the incident, the subject, who was in a parked car, failed to comply and produced a handgun resulting in task force members firing upon the subject,” the Hennepin County Sheriff’s Department, which was part of the task force involved in the fatal arrest, said in a statement.

The man killed has since been identified as 32-year-old Winston Boogie :p Smith by local media and friends and family on social media.

Smith was convicted of aggravated robbery in 2017 and received a stayed prison sentence and was put on probation, according to WCCO.

A warrant was then issued for his arrest after he skipped a probation violation hearing in May — which would have sent him to prison, the outlet said.

Officers attempted to revive Smith but he was declared dead by paramedics on the scene. A woman who was in the car with the suspect sustained minor injuries from shattered glass, the statement said.

Several law enforcement agencies had been involved in the arrest, including local sheriff’s offices as well as the federal Department of Homeland Security, but not Minneapolis police, the Star Tribune said.

Still, protesters shouted insults and anti-cop slogans at Minneapolis police, whose officers were deployed to provide perimeter support, the paper said.

The shooting quickly intensified angry protests already raging over the dismantling of George Floyd Square even before any real details of the shooting emerged — with videos showing several large fires burning in the street.

Police fired flash bangs, and numerous buildings were vandalized and stores looted, police confirmed to KTSP.

“Stop burning s–t!” one infuriated woman told people standing staring at one of the fires, caught in a video by local journalist Rebecca Brannon.

Protest group organizers admitted that they were responding even when they didn’t “know anything” about the shooting.

“We understand the anger and ire when we see these police shootings,” Pharoah Merritt of crime prevention group We Push for Peace told the local paper.

The protests were around 3 miles from where St. George Floyd was killed by ex-cop Derek Chauvin in May last year — with local stores still boarded up from other riots since then, the local paper noted.

Protesters had already been out in force in anger at city workers finally dismantling the so-called “autonomous zone” that had blocked off traffic for a year at the site where Floyd was murdered.

As soon as workers removed concrete barriers and parts of the memorial blocking the street, around 150 protesters there started parking cars and piling pallets in the streets again, the Star Tribune said.

Many remained discussing future plans, with the crowd dwindling after news came of the shooting, reports said.

Mayor Jacob Frey said “it will be a bit touch and go and difficult over the next several days” as the city tries to enforce the new area, which will still keep the several-foot-tall statue of a raised fist. :mad:

The officers in the latest police shooting were all put on administrative leave. The Minnesota Bureau of Criminal Apprehension will lead the investigation.

Demonstrators took to the streets of Minneapolis for a third straight night of unrest late Saturday, protesting the death of a wanted man in an alleged gun battle with US Marshals.

The crowd converged on the Uptown Minneapolis block where Winston Boogie :p Smith, 32, was fatally shot outside a parking garage on Thursday, chanting and scrawling anti-police slogans on the street and exterior of a restaurant, according to local outlets including the Star Tribune newspaper.

Smith, a rapper and father of two :rolleyes:, was wanted in neighboring Ramsey County for failing to appear for a sentencing hearing last month, at which he was set to learn his punishment after pleading guilty to felony firearms possession.

When members of a US Marshals task force spotted and approached Smith around 2 p.m. Thursday, he allegedly pulled out a handgun and opened fire, leading the Marshals to return fire and kill Smith, authorities have said.

The deadly run-in came just over a year after Minneapolis cop Derek Chauvin fatally knelt on the neck of George Floyd during a botched arrest.

Floyd’s Memorial Day death sparked a nationwide wave of protest, while Chauvin was fired, criminally charged and ultimately convicted of murder.

“There’s a lot of things that have happened since George Floyd that show the state of Minnesota isn’t really serious about police reform,” said Trahern Crews, lead organizer of Black Lives Matter’s Minnesota chapter, at Saturday’s protest, according to the Star Tribune.

The gathering was largely peaceful, with no arrests reported as of 10:30 p.m., in contrast to Thursday and Friday’s protests, which saw fires lit, stores looted and dozens of protesters arrested, according to the paper.

Among the speakers at the gathering was Smith’s younger brother, who demanded transparency from law-enforcement.

“You cannot hide. You can’t hide anymore — claiming you’re US Marshals and the BCA [the Minnesota Department of Public Safety Bureau of Criminal Apprehension] and you can’t release evidence?” said Kidale Smith, 31, according to local CBS affiliate WCCO. “You won’t be able to hide for long.”

The BCA has said in a statement that there is no video footage of the shooting or the events preceding it because “the US Marshal Service currently does not allow the use of body cameras.”

Kidale Smith on Saturday implored anyone who may have witnessed his brother’s death to come forward.

“Somebody’s seen something. I know they did,” he said, according to KCCO. “There’s too many windows over here and there are too many people at this restaurant. Somebody saw something. Somebody heard something.”

Bystander video footage of Floyd’s death proved crucial in prosecutors building a successful case against Chauvin.

Winston Boogie Smith Jr. was a 32-year-old black American dumbass coon [3] who resided in Saint Paul, Minnesota.[22] He spent his early life in south Minneapolis.[17] He attended Coon Rapids High School.[23] :LOL:
As a musician, he went by the nickname Wince Me Boi.[16] He was also known for comedy videos and performance activism that he posted online.[17] Smith was a father of three.[24]

Smith was convicted previously of first-degree aggravated robbery related to a 2017 assault and robbery of his ex-girlfriend. He was sentenced to a 48-month prison term, but was released on parole.
[24][16] The conviction also barred Smith from possessing a firearm.[24] Smith was arrested on a probation violation in November 2019 when officers found a loaded handgun under the driver's seat of his car. He was subsequently charged in Ramsey County court for illegally possessing a firearm.[24][16][7] Smith pled guilty to the weapons charge in November 2020 on the day before the trial was scheduled to start.[25] Smith later sought to withdraw the guilty plea, which would have resulted in four years of prison time, but was denied by a judge.[26]

In 2020, police in Bloomington, Minnesota, attempted to arrest Smith on several local warrants. Smith, who was in a parking lot at the Mall of America, allegedly fled in his vehicle while police gave chase on Interstate 494, as Smith allegedly drove at high speed in the opposite direction of traffic. Police ended the pursuit due to concerns over public safety. Smith later faced charges in Hennepin County related to the incident, and had a court hearing scheduled for September 2021.[16][24]

Smith missed a May 19, 2021, sentencing hearing, and a new warrant in Minnesota was issued for his arrest, and he was ordered to be held without bond or bail.[2][1][25] An internal police document included a quote from Smith that he might "shoot it out" if authorities tried to apprehend him.[27] Smith had been active on social media, where in addition to posting his music, comedy sketches, and photos of family and friends, he had been outspoken about police killings of black men, such as George Floyd and Daunte Wright.[17]

He also spoke about his own upcoming sentencing, not wanting to spend four years in jail, and how he was not guilty of the weapons charge he was facing.[7][26]
He also compared his situation to video footage he had seen of Dolal Idd, a Somali-American man who was killed by Minneapolis police in an exchange of gunfire on December 30, 2020.[28] Two of Smith's postings to social media had suggested support for violence against police.[23]

Local activist Nekima Levy Armstrong said in an opinion article published by the Minnesota Spokesman-Recorder on June 16, 2021, that the false characterization by the Star Tribune represented a pattern of "demonization of Black victims of police violence".[57]

An officer observed Smith with a gun and opened fire, and another officer fired in reaction though they did not directly observe Smith with a gun. The report stated that Smith had fired his handgun six times from inside the vehicle during the incident.[14][19] Smith's DNA was found on the gun and bullet fragments and other ballistic evidence support the law enforcement claim that Smith discharged it multiple times during the incident.[14][19][20]

County Attorney Ryan's determination, released publicly on October 11, 2021, was that the use deadly force in this instance was lawful under Minnesota law and that no charges would be filed against the involved officers.[20]

CAIR ADMITS THERE'S NO REASON TO SUE POLICE
In response, attorneys for Winston Boogie Smith's family called for an independent investigation of the incident.[53] Jaylani Hussein, the executive director of the Minnesota chapter of the Council on American-Islamic Relations, said on October 11, 2021, "There is absolutely no confidence that county prosecutors can fully bring forth justice against law enforcement."[45]


BOOGIE POSSESSED A STOLEN GUN AND HAD A SHOOTOUT WITH POLICE

The BCA released its complete case file to the news media on October 20, 2021, that revealed new details about the case. The gun allegedly fired by Smith had been reported stolen out of Des Moines, Iowa.[52] Investigators said they found the .380 handgun inside the vehicle Smith was driving along with a matching cartridge casing and damage inside the vehicle, which indicated that Smith had fired the weapon at some point.[17]

Minneapolis police officers who arrived at the scene and were wearing body cameras interviewed Askar. In their video footage, Askar said she pleaded with Smith to put his hands up and comply with the officers, but he refused and said he did not want to go to jail and that he was going to die.[14][45][46] She also gave a statement to Minnesota Bureau of Criminal Apprehension agents, when she said that the incident happened fast and that she did not remember seeing a gun in Smith's vehicle.[14][45] Askar said she did not visually witness the shooting as she had ducked for cover, and she expressed confusion afterwards about whether a shooting had occurred.[15]
