NEW ORLEANS -- A New Orleans man pleaded guilty on Tuesday to two counts of animal cruelty and was sentenced to three days in jail.
Daniel Joseph appeared in court on charges stemming from the death of two dogs, which were found tethered in the summer heat outside his home.
Judge Desiree Charbonnet sentenced Joesph to the jail term and imposed a $500 fine. An additional 160 day sentence was suspended, and Charbonnet barred Joseph from having a pet while he lived in Orleans Parish.
The Louisiana Society for the Prevention of Cruelty to Animals lauded the sentence as a statement against animal cruelty.

Dogs Tethered To Pole Die In Marigny Heat:
NEW ORLEANS -- A Marigny woman said she did what she could to save two dogs from the brutal heat, but in the end, it was too late.
Carmen Post returned home from work to see two dogs literally at the end of their rope. She said their tether was tangled and they were near death.
"I started standing on a chair to put water on (the dog). It was heaving. You could see its body going up and down, really laboring to breathe," Post said.
Post did what she could to cool the two pit bulls tethered outside in the heat in her neighbor's yard. She said she tried calling police and the Louisiana Society for the Prevention of Cruelty to Animals multiple times.
"I said if they could let me in, I could give the dogs some water, and nobody came," Post said.
As time ticked away, she knew their chance of survival was slim.
"The one had wrapped itself around the pole it was tied to and there was maybe this much leash between the pole and the dog," said Post.
Post said it was four hours before Animal Control officers arrived, but by then it was too late. Both dogs had died.
The man who lives at the home said he had brought the dogs outside so that he could clean their kennels.
An Animal Control officer issued the man a citation.
"You were on scene. You admitted to me that you put these animals out this morning," the officer said to the man.
LASPCA spokeswoman, Katherine Leblanc, said the nonprofit tries to respond immediately when an animal is distress.
"But you have to remember that we have two to four officers at any given time, and they are spread throughout the city," she said. "So if they're on another emergency call, they're not going to be able to drop that call and respond to another emergency call."
The LASPCA said it gets hundreds of calls like this each week.
"Dogs are dying, and we need to get these dogs off of the tether," LeBlanc said. "We need to educate our neighbors about what's going on."
Animal Control experts said they believe the dogs died from the heat, but an autopsy will be performed on Wednesday to determine the cause of death.
The owner will be cited with cruelty to animals, no proof of rabies vaccination and no intact permit. It is the law that you have to have a permit if you choose to not neuter your dog.
A court date is expected to be set this week.
The LASPCA has launched an Unchain Your Heart campaign to prevent people from tethering their dogs.

On Wednesday, the LASPCA said they reviewed its call logs to see if an Animal Control Officer took four hours to arrive at the scene.
"We determined our first alert to this situation was received at 3:10 p.m. by NOPD. We are horrified at this tragedy and wish we would have been in a position to respond sooner. Because we were responding to other emergency situations our officers arrived on scene at 4:47 p.m. It was too late for these precious pets. The dog's caregiver will be arraigned on Aug. 30 on cruelty, no proof of rabies, and no intact permit. It is a sad reminder of the damage heat can inflict on our pets," Leblanc said. "Our dispatchers log and dispatch every call we receive, whether on an answering machine or in person. It is imperative to leave a message if you receive the option when calling Animal Control."
