A Port Clinton man was arrested yesterday and charged with committing one of two home-invasion rapes that terrified area residents this winter.
Joseph M. Gallardo, 32, who faces single counts of rape and aggravated burglary, was being held last night in the Ottawa County jail, pending an initial appearance in Ottawa County Municipal Court. Both charges are first-degree felonies that carry a maximum penalty of 10 years in prison.

are awaiting test results on samples in that case. "If those results come out the same as these, there will be another set of charges," Mr. Mulligan said.

Authorities said Gallardo was released from prison in May, 2003, after serving just over 11 years of a 7-to-15-year sentence for attempted aggravated burglary for breaking into a Catawba Island Township residence.

"He went into the home for voyeuristic activities," Mr. Mulligan said.

Gallardo's prior conviction led investigators to suspect his involvement in the two rapes.

"He is well-known in the county," Mr. Mulligan said.

The sheriff's office monitored Gallardo's activities the past two months, "and fortunately, no new r
apes have occurred while he was under surveillance," the prosecutor said.

We don't have that here very often, and that's why it draws the attention it did," he said.
