Health worker accused of raping 15-year-old patient

By BRIAN WALKER

A 27-year-old worker at a Radcliff mental health facility has been charged with raping and sodomizing a 15-year-old girl under his care.

Francisco Delcastillo Jr., of Radcliff, worked at Lincoln Trail Hospital as a mental health technician, his former employer said Thursday.

Delcastillo was suspended from his job about two weeks ago when police notified the facility of the girl's accu-sations. He was fired when police
arrested him.

Police charged Delcastillo Tuesday afternoon with two acts of third-degree rape and a single count of third-degree sodomy, both felonies, court records show. If convicted, Delcastillo c

oul
face up to five years in prison.

The charges deal with the
mental state of the alleged victim, her ability to consent to sexual activity and her age. They do not necessarily imply any violent coercion.

Chuck Webb, the CEO of Lincoln Trail Behavioral Health Systems, said Delcastillo had been through extensive training, a drug screen and a criminal background check prior to his hiring in 2001. Had anything turned up, Delcastillo would not have been hired, he said.

Webb said it is against policy for employees to be alone with patients. The police report doesn't specify whether Delcastillo was alone with the girl during the alleged incidents. It was part of Delcastillo's job description to have regular contact with patients in group settings, Webb said.

It isn't c
lear from police reports how and when the allegations were brought to authorities, but the Radcliff Police Department's Crimes Against Women and Children Unit has led the investigation, police s
poke
swoman Elai
ne Leach said Thursday.

The alleged crimes occurred on three separate occ
asions in December and January, Leach said.

Privacy laws and the girl's age prohibited Webb from discussing the case, he said.

Delcastillo entered a plea of not guilty Wednesday morning at his arraignment in Hardin District Court. He was released from the Hardin County Detention Center that afternoon on a 10 percent of $50,000 cash bond. His next scheduled court date is May 7, court records show.
