dow of a James Street apartment. The dog died after hitting a concrete landing below. News 10 Nows Sarah Sevier has the story of the man who discovered the dog and called 911.
After canvassing the building police say they found their man, 17- year-old Charles Thomas. They say he threw the dog from a window out of an apartment where his mother is living.
