Since joining the consulting community Mr. Barton has continued to assist in developing methodologies for benefit-cost analysis of highway improvements. This includes an analysis of the user benefits of the 1989 National Highway Policy, benefit-cost analysis of the national MOU on Vehicle Weights and Dimensions, several truck weight policy initiatives or programs and numerous types of highway improvements. He also headed a study team that compared several of the benefit-cost models to identify a model of choice for Canadian highway agencies.
