MEDIA, Pa. (CBS) — Law enforcement officials plan a major surge in the city of Chester as a way to combat the rising tide of gun-related violence in the city.

Representatives of the FBI, state police, ATF, and even Septa cops gathered with Delaware County DA Jack Whelan to announce the start of “Operation City Surge” in Chester, where homicides are about double from what they were at this time last year.

Chester’s murder rate, proportionate to population, now exceeds that of Philadelphia.

“Gun violence in the city of Chester has now reached epidemic proportions. So it’s now time to address illegal guns,” Whelan (at lectern in photo) said.

He said residents should look for double the number of cops on the street, although no one will go into specific numbers nor say how long this program will continue.

But one thing is clear: they’re looking for residents to get involved as well. And to help that along, Chester mayor John Linder says, they’re also working on quality-of-life issues in town.

“We’re not gonna stop, and we’re gonna continue this until we get Chester as a shining star for the community, for the county, and for the nation at large,” Linder (standing directly behind DA Whelan in photo) said.

Wife Of Chester Mayor Carjacked; 3 In Custody

CHESTER, Pa., (CBS) – Officials say three suspects have been taken into custody after the wife of Chester Mayor John Linder was carjacked.

It happened around 10 p.m. Wednesday.

According to the Mayor’s office, Mrs. Linder was approached by armed suspects while parked in front of her home, demanding her to get out of the vehicle.

Chester police and K-9 units were able to track three suspects, who now are in police custody.

The vehicle was recovered at 7th & Norris Streets.

Mrs. Linder was not injured, but she is said to be understandably shaken.

Officials in the city held a press conference to address gun violence in the city of Chester, where the murder rate has now surpassed that of Philadelphia.

The investigation is ongoing.

Suspect Charged In Carjacking Of Chester Mayor’s Wife

CHESTER, Pa., (CBS) – The First Lady of Chester becomes a victim of the violence that has plagued the city.

She was carjacked right outside her home.

A 24-year-old arrested and three other men still considered persons of interest in this carjacking.

Just the latest in the increasing number of gun-related violence in Chester.

And one seemingly more brazen than the next — this one even involving the Mayor’s wife.

“I didn’t believe it was happening and I was just in shock,” Deana Linder said.

Linder recalls a dangerous encounter that happened when she was getting out of her car last night in front of her home.

Her husband, Chester Mayor John Linder, stands with his arm around his wife, grateful she wasn’t hurt when two men pointed a gun at her, demanded her keys, and gave commands.

Deana Linder said the suspect told her, “Not to scream, not to holler, just I guess basically stand there. After it dawned on me, I did the opposite. I just started running and screaming and knocking on the door.”

Mayor Linder opened the door as the car sped off.

Police were able to locate it four blocks away on Norris Street. The Mayor tells CBS3 several men were also found there.

Officers took three suspects into custody.

According to a city spokesperson, Jasper Gregory Moy, 24, has been charged. His bail has been set at $250,000 and a preliminary hearing is scheduled for Wednesday, June 4th.

Three others remain persons of interest. They have been released but are still subjects of an active investigation.

Mayor John Linder says, “The main thing I am fortunate that my wife was not injured or hurt. We’re not immune to anything here, and we understand that we live here in the city. We are citizens and we’re not going to tolerate this kind of violence on anyone.”

The Mayor says whether this took place on his front door step, or anywhere else in the city, officials will continue to remain vigilante and fight back against a recent spike in gun-related crimes.

This carjacking comes just about a week after the Mayor and Delaware County District Attorney Jack Whelan launched a new anti-crime initiative called Operation City Surge.

“I’m hoping with the increased police presence that these individuals will not feel entitled to prey on anyone let alone the Mayor’s wife,” District Attorney Jack Whelan said.

After all, Chester is already dealing with twice the number of homicides from this time last year.

Officials hope to see a change in behavior in the coming weeks.

“These criminals, these thugs are going to have a fear to do what they do,” Whelan said.

Moy is facing a number of charges including weapons charges, robbery charges and aggravated assault.

City officials say this carjacking appears to be random.

5 Injured When Gunman Opens Fire On Crowd In Chester

CHESTER, Pa. (CBS) — Police say three adults and two teens were wounded in an overnight shooting in Chester, Delaware County.

The gunfire erupted around 12:10 a.m. Wednesday near 9th and Tilghman Streets, sending a crowd of people at a nearby basketball court running for cover.

Authorities say a 14-year-old girl was shot in the foot. A 14-year-old boy was struck in the leg. Two men, ages 20 and 31, also suffered gunshot wounds to the leg. A 35-year-old man was struck in the back and leg.

All were rushed to Crozer-Chester Medical Center in stable condition.

Investigators say it’s unclear what led to the shooting.

The man accused of carjacking the wife of a Delaware County mayor at gunpoint was set to be in court Wednesday morning for a formal arraignment on multiple charges.

Twenty-four-year-old Jasper Gregory Moy faces charges of aggravated assault, robbery of a motor vehicle, carrying firearms without a license and other related offenses for allegedly demanding Deena Linder, wife of Chester's mayor, get out of her Ford Taurus while pointing a gun at her head May 14.

The incident occurred on the 500 block of Reaney Street, Chester City -- right in front of the Linder's home, according to police.

Linder was not hurt during the ordeal. Authorities recovered her vehicle at West 7th and Norris streets in Chester in the early morning hours of May 15 -- the same day Moy was arrested.

In addition to his role as mayor, John Linder is also the director of the City Department of Public Affairs, which oversees the Chester Police Department.

The mayor says he believes the entire incident was a "random act of violence."

Chester City Among Highest Homicide Rates in U.S., Only a Third of Cases Solved: Report

A newspaper says only about a third of the homicides in the violence-wracked suburban Philadelphia city of Chester are ever solved.

The Philadelphia Inquirer reports that its analysis of every homicide indicates that Chester police have closed about one-third of the city's 323 slayings since 2000.

The paper said the homicide rate in the four-mile-square city of 34,000 averages 53 per 100,000 between 2000 and 2014, outranking other U.S. cities for which data is available. It's more than double Philadelphia's homicide rate of 21 per 100,000 and slightly more than the rate in Camden, New Jersey and New Orleans.

Officials cite a spiral of joblessness and poverty after the manufacturing base collapsed, followed by drugs, gangs, a lack of resources for police and a pervasive "no snitch" culture. (Err, it's the niggers, stupid!)

Chester police say the shooting happened shortly after 8 p.m. along East 21st Street.

Police say emergency crews found four male victims suffering gunshot wounds. One of the victims was shot in the face.

Three victims were transported to Crozer-Chester Medical Center.

Police are investigating the shooting.

Police say five people were injured in a drive-by shooting, and they're looking for the vehicle and its occupants.

The Philadelphia Inquirer reported the incident occurred about 8 p.m. Friday in Chester.

All the victims are said to be in stable condition at a hospital.

Police say A 21-year-old man was shot four times, a 30-year-old man was hit once in the leg, a 31-year-old man was wounded twice in the back and a 22-year-old-man was struck in the left leg. The fifth victim, a 44-year-old woman, was injured in the face from shattered glass.

Authorities haven't said if they've determined a motive.

16-Year-Old Fatally Shot On Way To School As Police Investigate 3 Other Shootings

CHESTER, Pa. (CBS) — A student was shot and killed while walking to school in Chester, Delaware County, Friday morning.

While police search for 16-year-old Zion Abdullah’s killer, they’re investigating a series of other shootings that happened just hours apart in the same neighborhood.

The deadly shooting and other gunfire prompted a lockdown at nearby Chester High School.

“From our accounts, a good kid,” said Chester Police Chief Jim Nolan. “Goes to the high school, was a football player from what I understand.”

Authorities believe Zion, a high school football player, was simply walking along 11th Street on his way to school when he was shot.

“This is a horrendous loss of life,” said Delaware County District Attorney Jack Whelan. “This is devastating that a 16-year-old child could be walking to his high school and be gunned down.”

“And so first, I want to make sure we provide condolences to the parents and the family of the young man who lost his life this morning,” said Chester Mayor Thaddeus Kirkland. “He should be sitting in a classroom. He should be bettering himself academically, but, unfortunately, he is not.”

The deadly shooting happened at 7:58 a.m. Within four hours, authorities were called to three more shootings nearby, including an officer-involved shooting.

All the gunfire nearby forced the high school to be on lockdown all day.

“Starting next week, I’m going to start dropping them off and picking them up because it is unsafe out here,” said parent Louie Cruz.

Police believe the first shooting with the 16-year-old is unrelated to the other shootings, so that is a separate homicide investigation.

However, the other three shootings appear to be connected to each other. At least one person is in custody connected to those shootings.

An investigation is underway after a toddler accidentally shot and killed himself in Chester Township, Delaware County, according to officials.

Investigators say a boy either 2 or 3 years of age was inside a home on the 2900 block of Bethel Road around 3:30 p.m. Saturday when he found a gun underneath a bed. The child pulled the trigger and shot himself in the chest. He later died from his injuries.

Dozens of family members of the boy, known as "Junior," were seen gathered outside the home crying and comforting each other.

"I'm just blown away," Adolphus Adams, the boy's great grandfather, said. "I can't say anything. I'm not really sure what happened but I know he's gone."

Neighbors told NBC10 they had just seen the little boy playing Friday.

"He wanted to play with my dog," Steven Potts said. "Loved my dog. They were just some good kids."

Several of the boy's family members were taken in for questioning. Police have not yet announced any charges but the investigation is ongoing.

The shooting death of a 23-year-old man in Chester Saturday afternoon marked a grim tally: There have already been 20 homicides in the city of less than 40,000, far outpacing the recent years.

Teshon Malloy was found shortly before 5 p.m. in the street at Thomas and Terrill streets suffering from multiple bullet wounds. He died at a nearby hospital. On Sunday, Chester police arrested Miguel Moreno with Malloy's slaying. No motive was given for the shooting.

Later on Saturday, an 11-year-old boy was struck inside his house by an apparently stray bullet, police said. The child suffered a wound to his upper chest, and remained in stable condition at a Chester Crozer Medical Center on Sunday afternoon.

The violence is part of a downturn for a city already besieged in recent years. Homicides in Chester are well ahead of the last two years' paces, when there were 12 murders through the first six months of both those years.

The year-end totals were 24 in 2015 and 26 in 2016, according to Chester police.

The city has had eight murders since June 2, when a 16-year-old was gunned down amid the overgrown grass of an elementary school as the teen walked to his Chester High School. There were several shootings within hours of each other that day.

Two men killed each other in a shootout Wednesday night in the troubled city of Chester, police said.

One victim, Robert Roberts, 47, died at the scene of the gunfire, which occurred about 7:15 p.m. at Ninth and Grace streets, police said.

The second victim, Kaneef Dennis, 23, died at Crozer Chester Medical Center a short time later after arriving at the hospital by private vehicle. Both men were shot numerous times.

They are the 25th and 26th murders in the city of roughly 35,000. Police said a motive for the shootout remained unknown Thursday.

A third man, 26, was wounded in a separate shooting about 4 p.m. Thursday. The 26-year-old man was in critical condition at Crozer with numerous bullet wounds.

Police Investigate Quadruple Shooting In Chester

CHESTER, Pa. (CBS) — Police are investigating after multiple people were shot at a bassetball court in Chester Saturday evening.

The shooting took place along the 1200 block of Carla’s Lane near North 11th Street.

According to police, four people were injured and the shooter is believed to of been a “good distance” away from the scene in an elevated position.

Police say both AR and handgun rounds have been found.

Multiple transports were called to the scene as officials say all of the victims were shot in the lower extremities.

There is no word on the condition of these victims, or the motive behind the shooting.

‘Let’s Relax, There’s Kids Involved’: Chester Has Weekend Plunged Into Gun Violence

CHESTER, Pa. (CBS) — Plunged into a weekend of increased violence. The worst of it took place Saturday on at a basketball court where four porch monkeys were hit in what police sources described a “snipper style” shooting.

Investigators say someone fired down on the court from a nearby hill. Officers recovered semi-automatic rifle and handgun rounds.

Twenty four hours later, the basketball court, which sits in the shadow of I-95, was eerily quiet.

“We were all out here, all the kids, everybody had to rush their kids inside,” said local resident Patricia Madison.

Madison and Kevin Eads say this is life in Chester, and they’ve lost track of all the shootings.

“People are fighting over territory because they’re trying to make some money, when in they could instead get out here and get a job,” said Eads.

Sources say the numbers reflect increased conflict between drug dealers. Hoping to reverse already higher-than-normal shooting and homicide stats for 2017 — the city in may announced state police would join Chester City on patrols.

A grant from the DA’s office paid for it.

A spokeswoman for the DA confirmed Sunday night the partnership is still ongoing.

It’s not clear what effect additional officers has had — numerous calls and emails to Chester’s Mayor Thaddeus Kirkland weren’t returned.

“People need to look at this baby’s faces and say, let’s relax, there’s kids involved,” Madison said.

Few can say they haven’t been touched by the violence. Her brother was shot in the hand earlier this month, and Kevin – he was once part it – before having children.

“I was in the streets heavy, and then I had kids, so I would never put myself back in that situation, for the sake of my kids, I don’t want them caught in a crossfire myself,” he said.

5 Wounded In String Of Shootings In Chester

CHESTER, Pa. (CBS) — Police in Chester, Delaware County are investigating three separate shootings Saturday that left five people injured.

The first happened around 12:45 a.m. in the 1600 block of West 12th Street.

The two teen victims, ages 16 and 15, tell police that the vehicle came speeding towards them, then they heard gunfire and realized they had been shot.

Police say the 16-year-old was struck numerous times, including in the back. He was hospitalized in serious condition. The 15-year-old and was struck in the arm and was listed in good condition.

The second shooting occurred at 8:30 p.m. in the 1100 block of West 3rd Street.

Authorities say two men were walking down the street when someone opened fire. 33-year-old Matthew Hightower was shot several times in his lower body. He was taken to the hospital in serious condition. The second man, 31-year-old John Watson, was struck in his foot. His injury was not considered serious.

Investigators believe the shots also were fired from a moving vehicle.

About an hour later, police were called to the 1100 block of Brown Street for the report of shots fired.

Police say 22-year-old Myasha Breakley was getting out of her vehicle when someone opened fire, striking her in the back. She was hospitalized in good condition.

Investigators say it’s unknown if these shootings are connected in any way.

CHESTER, PA (CBS) — One person has been hospitalized after a shooting in Chester Sunday morning.

Around 2:30 A.M., Chester police responded to a report of a shooting on the 2900 block of West 3rd Street.

Upon arrival, officers found 35-year-old Farakhan Womack lying face down in the street with multiple gunshot wounds.

Womack was taken to Crozer Chester Medical Center and is currently listed in serious condition.

Police: Woman Injured After Stray Bullet Hits Chester Home

CHESTER, Pa. (CBS) — A woman suffered an eye injury after bullets were fired into a home in Chester on Tuesday evening.

Police say shots were fired into a home on the 900 block of Tilhman Street. Police say a woman inside the home suffered an eye injury, maybe from shrapnel.

The woman was transported to an area hospital in unknown condition.

Detectives are investigating the shooting.

No arrests have been made.
